Trade Agreement: WTO-AGP/NAFTA/AIT/Canada FTAs with Peru/Colombia/Panama Tendering Procedures: All interested suppliers may submit a bid Attachment: None Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: NMSO - RING WAFERS & STEEL SPACERS FOR ROTARY SWEEPERS E60HS-14BRUS/A Bourassa, Chantal Telephone No. - (819) 956-6763 ( ) Fax No. - (819) 956-5227 Email Address: chantal.bourassa@pwgsc-tpsgc.gc.ca The requirement is to establish a National Master Standing Offer (NMSO) for all Federal Government Departments, to purchase continuous ring type wafers (steel and poly) and steel spacer rings to fit runway sweepers ocres for installation on runway sweepers that use 36 inch and 46 inch diameter wafers as detailed below and in accordance with Annex B - Purchase Description for Wafer, Continuous, Ring Type, and Steel Spacer Ring for Rotary Sweepers - D-35-001-002/SF-001, dated 23 July 2014 and with Annex C - Qualification Procedures, Runway Sweeper Broom Core Bristle Wafer Refill Minimum Requirements - D-01-002-008/SG-001, dated 2014-07-23. The requirement will be for the period from the effective date of the Standing Offer to March 31, 2017 (firm period), with an option to extend the offer for an additional one (1) year period. Technical Evaluation Procedures 1.1 Technical Evaluation 1.1.1 Mandatory Technical Evaluation Criteria - Part Number and NSCM/CAGE Bidders must indicate the Part Number and the NSCM/CAGE they are offering in Annex A - Pricing. 1.1.2 Offerors proposing an equivalent product must meet the following criteria: - In order to be considered for the evaluation of the equivalent product, Offerors must provide all required technical information (as detailed in Part 3, Article 1 of this RFSO) with their offer in order to demonstrate their compliance with the Purchase Description for Wafer, Continuous, Ring type, and steel spacer ring for rotary sweepers dated 2014-07-23 and the Qualification Procedures - Runway Sweeper Broom Core Bristle Wafer Refill Minimum Requirements (D-01-002-008/SG-001) dated 2014-07-23. - Offerors must submit wafer life testing results including the detailed data documentation demonstrating that the equivalent product meets the qualification testing procedures as per the following instructions: a) When operating on concrete runways at 40 km/h, the wafer mounted on a sweeper core and rotating at 550 revolutions per minute, with a brush pattern not exceeding 3 inches (76.2 mm), must have a life of at least 150 hours. Loss of bristle wires 2 inches (50.8 mm) or longer, due to normal operation, must not exceed 2 per cent of overall initial weight of the wafer over the life of the broom. OR b) As detailed in Part 2 and Part 3 of the Qualification Procedures - Runway Sweeper Broom Core Bristle Wafer Refill Minimum Requirements (D-01-002-008/SG-001) dated 2014-07-23.
