The requirement is to establish a National Master Standing Offer (NMSO) for all Federal Government Departments, for a period of 12 months, from the date of issuance of the Standing Offer, for the procurement of tires for pursuit rated vehicles, excluding installation and maintenance, in accordance with Annex A - Statement of Requirement, Annex B - Technical, Pricing and Discounts from Published Price List, Annex C - Distribution Points List and Annex D - Usage Reports, Annex E - Call-up Document for Provincial/Territorial Identified User; Annex F - General Conditions 2009 - Standing Offer - Goods or Services - AuthorizedUsers and Annex G - General Conditions 2015A - General Conditions - Goods - Authorized Users - (Medium Complexity).

The annual estimated usage is 15,000 pursuit tires and is only an approximation of requirements 
given in good faith and do not represent Federal Identified Users actual requirement. 

The period of the NMSO is of twelve (12) months, from the date of issuance of the Standing Offer.

The Request for Standing Offers (RFSO) is to establish National Master Standing Offers for the requirement detailed in the RFSO, to the Identified Users across Canada, excluding locations within Yukon, Northwest Territories, Nunavut, Quebec, and Labrador that are subject to Comprehensive Land Claims Agreements (CLCAs).  Any requirement for deliveries to locations within CLCAs areas within Yukon, Northwest Territories, Nunavut, Quebec, or Labrador will have to be treated as a separate procurement, outside of the resulting standing offers. 

Debriefings
Offerors may request a debriefing on the results of the request for standing offers process. Offerors should make the request to the Standing Offer Authority within 15 working days of receipt of the results of the request for standing offers process. The debriefing may be in writing, by telephone orin person.
