W8486-148758/B Vlahos, Helen Telephone: (819) 956-1107 This amendment 003 is raised to provide Questions and Answers received from Bidders Question 1: With respect to the issue of Sub-contracting, the wording in the RFP is somewhat confusing, including the Basis of Payment. Will the Crown please confirm that the total amount of Sub-contracting shall not exceed 40% of the entire Contract Price? Answer 1: Confirmed that the total amount of Sub-contracting shall not exceed 40% of the entire Contract Price and sub-contracting shall not exceed 40% of any of the Basis of Payment labour rates nor more than 40% of the MRC identified for in-plant R&O. All labour rates under the Contract identified in Annex C by the Contractor will include all work being done by Sub-contractor. No "firm fixed" charges allowed for sub-contracting in any of the categories. Sub-contracting is envisioned to augment the winning bidder on specific portions (specialized trades or licencing) of the repairs or services not to be the main source of repairs or services. If sub-contracting will be utilized then the bid must include the sub-contractor's information (such as company experience, facility, organization and personnel etcetera) for the Evaluation Requirements'/Criteria, identifying what work the sub-contractor will be performing to allow the evaluation of the information provided on the sub-contractor. Question 2: In Annex C, Basis of Payment for Hourly Rates & Mark-Ups - The spreadsheet is laid out in a way that we fill hourly rates for different labor category, on a yearly basis. Items 1, 2, 3, and 4 are all laid out the same. In Annex F, Appendix 1, Example of Evaluation Grid, Part A - For Item 1 R&O Labour Category, it is mentioned that we take the Sum of yearly Labour Rates. For Item 2 (SITS), Item 3 (TIES) and Item 4 (FSR), it mentions we take the Sum of average yearly labour. Question : Should Item 2, 3, and 4 mention Sum of average yearly labour, like Item 1, or if not please explain how we are to take the sum of an average. Answer 2: Item 1 in the Grid was missing the word "average". Items 1-4 to read the same - sum of average. Attached is a new/updated excel spreadsheet which reflects the average total for the five year requirement. The definition in the Evaluation Plan is clear on how this is calculated. Question 3: Annex C - Basis of Payment for hourly rates and Mark-up 1. Firm all inclusive hourly rates for in-plant Repair and Overhaul. The Contractor will be paid a firm all inclusive hourly rate indicated for each of the following categories: PM, Engineer, Sea Container Inspector, Technician, Electrician, Draftsman In other R&O contracts and proposals, we usually have a request for a blended rate for Item 1 , Firm all inclusive hourly rates for in-plant Repair and Overhaul, and the text is usually something like: Item 1 - Firm hourly rates for in-plant Repair and Overhaul. The Contractor shall be paid a firm hourly rate for in-plant R&O. This blended R&O rate shall include all rates to complete the R&O tasks including management, (e.g. PM, QA, logistics, administrative & workshop supervisor) Please confirm that for Item 1 - Firm all inclusive hourly rates for in-plant R&O, you are requesting separate rates for the various categories and not an all-inclusive blended rates Answer 3: Yes, we are looking for separate rates for the various categories. All other terms and conditions remain unchanged Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement.
