    IMPORTANT NOTICE TO SUPPLIERS
    
    Government of Canada is moving its Government Electronic
    Tendering Service from MERX to Buyandsell.gc.ca/tenders on June
    1, 2013
    
    Starting June 1, 2013, federal government tenders (tender
    notices and bid solicitation documents) will be published and
    available free of charge on a Government of Canada Web site on
    Buyandsell.gc.ca/tenders.
    
    The Government Electronic Tendering Service on
    Buyandsell.gc.ca/tenders will be the sole authoritative source
    for Government of Canada tenders that are subject to trade
    agreements or subject to departmental policies that require
    public advertising of tenders.

    After June 1, 2013, all tenders and related documents and
    amendments will be on Buyandsell.gc.ca/tenders.  
    
    On June 1, 2013, suppliers must go to Buyandsell.gc.ca/tenders
    to check for amendments to any tender opportunities that they
    have been following on MERX prior to June 1.

    This requirement is to establish a National Master Standing
    Offer (NMSO) for the supply of signage and related services in
    accordance with all of the attached Annexes for the initial
    period of one (1) year from the effective date of the Standing
    Offer with the provision to extend the offer for two (2)
    additional period of one (1) year.
    
    The Offeror must supply signage and related services to
    departments and agencies of the Government of Canada across the
    country, except to locations within Comprehensive Land Claims
    Agreements (CLCA's), on an as-and-when requested basis.
    
    In the event that no Standing Offer is issued pursuant to
    solicitation number E60HS-130001/B, Canada reserves the right to
    make call-ups on Standing Offers issued as a result of
    solicitation number E60HS-130001/A for delivery requirements to
    locations within CLCA's.
    
    This procurement is set aside under the federal government's
    Procurement Strategy for Aboriginal 	Business, as detailed in
    Annex 9.4 Requirements for the Set-aside Program for Aboriginal
    Business, of the Supply Manual.
    
    This procurement is set aside from the international trade
    agreements under the provision each has for set-asides for small
    and minority businesses.
    
    Further to Article 1802 of the Agreement on Internal Trade
    (AIT), AIT does not apply to this procurement.
    
    
    
    Offerors' Conference
    
    An Offerors' conference will be held at the following location: 
    
    	Public Works and Government Services Canada
    	Place du Portage, Phase III, Tower B, 7B1-208
    	11 Laurier Street
    	Gatineau, Quebec
    	K1A 0S5
    
    	On: Thursday August 29, 2013
    
    	The Offerors' conference will begin at 9:00 a.m. and last until
    12:00 p.m. The scope of the 		requirement outlined in the RFSO
    will be reviewed during the conference and questions will be
    		answered.  It is recommended that Offerors who intend to
    submit an offer attend or send a 		representative.
    
    	Offerors are requested to communicate with the Standing Offer
    Authority before the conference to 	confirm attendance. 
    Offerors should provide, in writing, to the Standing Offer
    Authority, the 		names of the person(s) who will be attending
    and a list of issues they wish to table at least ten 		(10)
    working days before the scheduled conference.
    
    	Any clarifications or changes to the RFSO resulting from the
    Offerors' conference will be included 		as an amendment to the
    RFSO.  Offerors who do not attend will not be precluded from
    submitting 		an offer.
    
    Debriefings
    
    After award of the standing offer, bidders may request a
    debriefing on the results of the bid solicitation.  Bidders
    should make the request to the Standing Offer Authority within
    fifteen (15) working days of receipt of notification that their
    bid was unsuccessful. The debriefing may be provided in writing,
    by telephone or in person.

    The Crown retains the right to negotiate with suppliers on any
    procurement.
    
    Documents may be submitted in either official language of Canada.
