    drawing? Which is dimensionally interchangeable with the o.e.m.
    cylinder.
    
    Answer: No technical bid evaluation can be performed while still
    on Merx. (Bid closing on 07 May 2013)

    Question: Can you please advise the original P/N before
    alteration? Modified Pin Hole? Rod end threaded? Wrench flats
    added?, anything else.
     
    Answer: See details on drawing 9775807-1 for the original part
    number before alteration and modifications to be done. The
    balance of the information requested is not available and is
    proprietary to the OEM.
     
     
    Question: Can you please advise the exact alteration need to be
    done on drawing 9775807-1? 
     
    Answer: The alterations to be done to the cylinder are specified
    on drawing 9775807-1 and include, but may not be limited to,
    boring the pin hole to the diameter specified.
     
     
    Question: I will need the rod end details, including the ring
    dimension and location on the rod.
     
    Answer: The information requested is not available and is
    proprietary to the OEM.
     
     
    Question: Can you advise details on the AOA?
     
    Answer: The details and information on the add-on armour is
    classified.
     
     
    Question: Will your client accept a substitute product?
     
    Answer: Only substitutes that meet the special instructions

    Technical Evaluation Procedures
    
    1.1	Technical Evaluation
    
    1.1.1 Mandatory Technical Evaluation Criteria - Part Number and
    NSCM/CAGE (For items 001 and 002) 
    Bidders must indicate the Part Number and the NSCM/CAGE they are
    offering.
    
    1.1.2 	Mandatory Technical Evaluation Criteria - Substitute
    Products
    Bidders proposing a substitute product must meet the following
    criteria:
    
    In order to be considered for the evaluation of a substitute
    product, Bidders must provide all required technical information
    (as detailed in Part 3,  Section I, of this RFP) to demonstrate
    their technical compliance and to confirm form, fit, function,
    quality and performance of these substitute products.
    
    1.1.3 	Mandatory Technical Evaluation Criteria - Replaced Part
    Numbers from the OEM 
    Bidders proposing a replaced part number must meet the following
    criteria:
    
    In order to be considered for the acceptance of a replaced part
    number (superseded or obsolete),
    Bidders must provide: 
    
    a. proof by submitting a copy of a Certificate of Conformity
    from the Original Equipment Manufacturer (OEM) providing
    justification/explanation that the part numbers are a
    replacement of the OEM parts specified herein and are equivalent
    in form, fit, function, quality and performance to the OEM's
    parts specified herein; or
    
    b.  all required technical information (as detailed in Part 3,
    Section I, of this RFP) to demonstrate their technical
    compliance and to confirm form, fit, function, quality and
    performance of these replaced part numbers.
