    The Department of National Defence has a requirement to purchase
    one (1) Diesel Engine Driven Forklift and ancillary items such
    as but not limited to vehicle manuals, Operator's Manuals,
    Maintenance (Shop Repair) Manuals, Fork NDT Certification,
    Manuals for Approval,  data summary, photographs, preventive
    maintenance replacement parts kit list, warranty letter(s),
    material safety data sheets, Initial Parts Kits and Initial
    Parts Kit List including operators training and maintainers
    training, in accordance with the attached Purchase Description
    for Diesel Engine Driven, Non-Articulated, Sit Down Rider
    Forklift Trucks with Front Wheel Drive (FWD) and Rear Wheel
    Steering (RWS), dated 2014-07-30.
    The requirement includes an option to purchase up to three (3)
    Diesel Engine Driven Forklifts ancillary items to be exercised
    within twelve (12) months from the effective date of the
    contract.
    
    The requirement is subject to the provisions of the World Trade
    Organization Agreement on Government Procurement, the North
    American Free Trade Agreement, the Canada-Columbia Free Trade
    Agreement, the Canada-Peru Free Trade Agreement, the
    Canada-Panama Free Trade Agreement and the Agreement on Internal
    Trade.

    AMENDMENT 007
    This amendment is raised to provide questions and answers to
    potential bidders as follows:
    Question: The most recent Amendment 005 (dated 2014-10-07)
    refers to the acceptable height of the mast in response to a
    question from another bidder: 
    
    • Forks lift height of 142.5 "
    • Collapsed mast 138 "
    
    In this context, we have a mast that is very close to this
    characteristic, ie: 
    
    • 138.6 " Forks lift height 
    • 135.8 " Collapsed mast
    
    Is such mast acceptable? 
    
    Answer: No - a lift height of below 142.5 inches will not meet
    user's requirement and will not be acceptable.
    
    Question: We have an additional question about the response of
    the Amendment 003 (dated 2014-09-25) on the question and answer
    # 4: 
    
    In the response we have received, you ask that the equipment be
    able to have a capacity of at least 31,000 lb 100" including
    attachment. We are able to meet some of this demand. When we
    calculated the capacity, we were able to confirm that we are
    able to meet the 31,000 lb 100" with attachment. However the
    Forks Leveling should not be used (thus neutral). In case that
    you want to use the leveler at a height of 100 " (ie with an
    angle of up to 15%), it is virtually impossible for anyone to
    calculate the true residual capacity with attachment based data
    (method of use and handled products) you have provided us.
    Capacity would not be of 31,000 lb. 
    
    It is therefore important to get your confirmation on this: 
     
    • Net Capacity at 100" lift height when the forks are in neutral
    (31,000 lbs according to our understanding) 
    • The net capacity when the Fork Leveling is on (and at which
    height exactly)
    
    The purchase description does not currently validate these
    points (Consider a product that would have a height of 48" or
    96" with a capacity of 31,000 lb. The load center based on its
    height affect substantially the center of gravity of the truck
    with the forks leveler in operation.  The risk of the capsizing
    of the truck increases dramatically, hence the importance of
    getting more information.) 
    
    Answer: The net Capacity of 31,000 lbs at a height of 100 inches
    is required while the fork-levelling system is not in active
    mode.

    Would a 142.5" Lift Height and 137.8" Lowered Height be
    acceptable for the application/ tender specifications?"
    
    Answer: Yes - a lift height of 142.5" and an overall vehicle
    height of 138" at its highest point with mast in collapsed and
    vertical position will be acceptable for this requirement. The
    Requirement Summary Table in section 1.4 of the Purchase
    Description (PD) will be amended to reflect this.
