The requirement is to establish a Regional Individual Standing Offer (RISO) for Canadian Heritage (PCH) for the procurement of Ice Blocks for carving purposes during Winterlude’s International Ice Carving Competition to be held in the National Capital Region: Ottawa (Ontario) and Gatineau (Quebec).  Ice Blocks are required for various ice sculpture demonstrations and challenges, exhibitions and activities involving ice carvers from around the globe.  The Ice Blocks will also be used for carving purposes for various activities associated with other PCH events. 

The work under the requirement will be on an "as and when" basis for an initial period of two (2) years from the issuance of the RISO, with an option to extend the offer by two (2) additional periods of one (1) year under the same terms and conditions.

Debriefings
Offerors may request a debriefing on the results of the request for standing offers process. Offerors should make the request to the Standing Offer Authority within 15 working days of receipt of the results of the request for standing offers process. The debriefing may be in writing, by telephone or in person.

The Crown retains the right to negotiate with suppliers on any procurement.
