Public Works Government Services Canadas (PWGSC) intent for this RFI is to engage Industry in a consultative process by seeking industry feedback on the Department of National Defenses (DND) requirement for an In-Service Support Contract (ISSC) for a Halifax Class Design Agent.

The Design Agent will maintain the Halifax Class in service Technical Data package (ISTDP) and provide service to the Class Program Manager in maintaining the Halifax Class Design Intent including, but not limited to:

- Developing engineering solutions to integrate new or modified ship systems;
- Assess impacts to existing ship systems and integrate these solutions into the class
- Develop Engineering Change (EC) packages for execution by the implementation agencies;
- Integrate ECs into the class;
- Maintain and distribute technical data; and 
- Provide engineering services to resolve technical problems and improve equipment performance and its support.

The Royal Canadian Navy (RCN) currently operates twelve (12) Halifax Class ships and intends to operate them until their estimated end of life. To support this effort, the Department of National Defence (DND) has a requirement to establish an In-Service Support Contract (ISSC) for a Halifax Class Design Agent.  The work of the Design Agent is an integral component of the successful operation of the Halifax Class ships and will be required throughout the expected life span.
