Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Definition of the requirement The Department of National Defence, CFB Borden, Canadian Forces School of Aerospace Technology and Engineering (CFSATE), has a requirement for four (4) spray painting training simulators. The simulators will be used as an instructional tool to practice painting techniques. 3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) Any interested supplier must demonstrate by way of a statement of capabilities that its product/equipment/system (as appropriate) meets the following requirements: 3.1.1 The spray painting training simulators must have the ability to train with multiple gun types, to include: i. gravity feed; ii. pressure feed; iii. suction feed; and iv. airless. 3.1.2 The spray painting training simulators must have the ability to train gun adjustments, to include: i. spray pattern; and ii. paint volume. 3.1.3 The spray painting training simulators must have the ability to pre-set adjustments, which are to include: i. air pressure (10-40 psi for HVLP); and ii. paint thickness. 3.1.4 The spray painting training simulators must have 3D 4K virtual reality capability to enable students to experience painting complex 3D projects that require physical movement around and under the objects to be painted. 3.1.5 The spray painting training simulators must employ a realistic gun with paint cup (when applicable) and associated hoses; a virtual reality gun is not acceptable. The hoses are to be a minimum of 4.5 m (15 ft.) long to allow for unrestricted movement around painting projects. 3.1.6 The spray painting training simulators must have the ability to display the following visual cues to the trainer: i. gun speed ii. distance from the project iii. angle to the project. 3.1.7 The spray painting training simulators must have the ability to display paint application rates that affect paint thickness and include the ability to analyze the student’s performance. 3.1.8 The spray painting training simulators must have the ability to train on multiple project panels that provide the necessary complex shapes and the ability to rotate projects to simulate tall or long pieces. These projects to include, at a minimum: i. flat panels; ii. curved panels (convex and concave); iii. tubes; and iv. H-beams. 3.1.9 The spray painting training simulators must have the ability to display painting technique faults to include, at a minimum: i. runs; ii. sags; iii. orange peel; iv. streaks; v. dry spray; vi. excessive overspray; vii. incorrect angle; viii. incorrect speed; and ix. incorrect distance. 3.1.10 The spray painting training simulators must have the ability for the instructor to create their own learner projects. 3.1.11 The spray painting training simulators must have the ability to track and record student progress and store the results for the purpose of producing student reports based on para 2.1.9. 3.1.12 The spray painting training simulators must have the ability to train media blasting techniques. 3.1.13 The spray painting training simulators must have the ability to display any instructions and information in both French and English languages. 3.1.14 The spray painting training simulators must have the capability to transfer the display to a large screen for the purpose of in-class training. 3.1.15 The spray painting training simulators must be have the ability to be easily moved (portable). 4. Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements: 4.1 The Supplier must provide delivery, complete installation, including system configuration, of all units at CFB Borden. 4.2 Performance verification documentation after the system is installed must be made before acceptance and payment 31 March 2019. 4.3 On-site/ web-based training must be provided by no-later-than 31 March 2019. 4.4 Product support/repairs covered under warranty must be carried out within 10 business days. 4.5 Software upgrades must be available through internet or other electronic media. 4.6 Software upgrades must be included in quote for a minimum of 2 years. 4.7 Hardware must have a warranty of 1 year with the option to purchase warranty extension. 5. Applicability of the trade agreement(s) to the procurement This procurement is subject to the following trade agreement(s) o Canadian Free Trade Agreement (CFTA) o North American Free Trade Agreement (NAFTA) 6. Justification for the Pre-Identified Supplier VRSim SimSpray is the only known company to produce a 3D spray painting environment that provides a realistic virtual reality training system and that is able to meet all requirements outlined in this SOW. Due to the training specifications, all requirements, such as the ability to simulate curved surfaces and introduce painting faults, described here within are mandatory. 7. Government Contracts Regulations Exception(s) The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection sub-section 6(d) - "only one person is capable of performing the work"). 8. Exclusions and/or Limited Tendering Reasons The following exclusion(s) and/or limited tendering reasons are invoked under the a. Canadian Free Trade Agreement (CFTA) - Article(s) 513 (b) if the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute goods or services exist for any of the following reasons: (i) the requirement is for a work of art; (ii) the protection of patents, copyrights, or other exclusive rights; b. North American Free Trade Agreement (NAFTA) - Article(s) 1016 (b) where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists; 9. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. 11. Closing date for a submission of a statement of capabilities The closing date and time for accepting statements of capabilities is November 13 2018 at 2:00 p.m. EST). 12. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
