    Nature of Requirements: 
    
    1. Advance Contract Award Notice (ACAN) 
    
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 
    2. Definition of the requirement 
    
    National Research Council has the requirement for a laser tracker system for advanced manufacturing.  The equipment will be used for measuring and inspecting component dimension and surface profile.
    
    Due to the nature of the work, it is critical that the laser tracker system must: 
    
    i. Be able to work both automation measurement (machine-held and triggered by digital signal; the measuring scope is programmable) and manual measurement (hand-held and triggered by finger)
    ii. Be able to be used for both touch measurement and touchless measurement
    iii. Be able to work in harsh environments (temperature between 0°C and +40°C)
    iv. Be IEC-certified sealed (IP54) to guarantee ingress protection against dust and other contaminants
    
    The Leica Absolute Tracker AT960-SR is the only system the client has been able to find that meets the requirements listed above. 
    
    3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) 
     
    Any interested supplier must demonstrate by way of a statement of capabilities that its product/equipment/system (as appropriate) meets the following requirements: 
    
    3.1 Laser Tracker:
    
    3.1.1 The laser tracker with its accessories must be able to work both automatically (measurement is performed by predesigned program) and manually (the measurement is performed by a hand trigger).
    3.1.2 The laser tracker with its accessories must be able to be used for both the touch measurement (reflector or probe) and the touchless measurement (laser scanner) operations.
    3.1.3 The laser tracker must have the capability of recovering the interrupted line of sight automatically.
    3.1.4 The measurement volume of the laser tracker with its accessories must be between 50 mm and 3500 mm.
    3.1.5 The accuracy of laser tracker must be able to reach: Ux,y,z = +/-15 µm + 6 µm/m.
    3.1.6 Data output rate of the laser tracker with a scanner must be higher than 1000 points/second.
    3.1.7 The laser tracker must be IEC-certified: dust, water proof (IP code not less than IP54) and Laser safety product (Class 2).
    3.1.8 The laser tracker must be able to work within the temperature between 0°C and +40°C.
    
    3.2 Laser Scanner:
    
    3.2.1 The laser scanner must be both handheld and able to be mounted within robotic installations.
    3.2.2 The laser scanner must be able to scan objects without needs of spraying or applying targets to the object.
    3.2.3 The stand-off distance (from the scanner to the center of depth of view) of the laser scanner must be 150 mm. 
    3.2.4 The depth of view must be 100 mm. 
    3.2.5 The width of view at the stand-off distance must be 100 mm.
    3.2.6 Measurement sampling rate must be not less than 210,000 points/ second. 
    3.2.7 The point density must be not less than 0.075 mm.
    3.2.8 The accuracy of laser scanner must be able to reach: Ux,y,z = +/-60 µm.
    
    3.3 Touch Probe:
    
    3.3.1 The Touch probe must be compatible with the laser tracker.
    3.3.2 The Touch probe must be battery-powered for wireless operation.
    3.3.3 The accuracy of touch probe must be able to reach: Ux,y,z = +/-35 µm.
    
    3.4 Other complete system requirements:
    
    3.4.1 The system must come with ISO 17025 certification. 
    3.4.2 The system must have at least 2-year factory warranty as standard and 10 years of guaranteed serviceability.
    
    3.5 Training and Documentation:
    
    3.5.1 The Laser Tracker System must come with electronic and paper copies of the Operators Manual in English, for each component, for maintenance and training purposes
    3.5.2 On-site training for up to 4 staff for four (4) days.
    
    3.6 Delivery and Installation
    
    3.6.1 The Laser Tracker System must be delivered to and installed at:

    4. Applicability of the trade agreement(s) to the procurement 
    
    This procurement is subject to the following trade agreement(s) 
    
    o Canada-European Union Comprehensive Economic and Trade Agreement (CETA)
    o Canadian Free Trade Agreement (CFTA)
    o World Trade Organization - Agreement on Government Procurement (WTO-AGP)
    
    5. Justification for the Pre-Identified Supplier 
    
    National Research Council has attempted to identify alternative methods and equipment, however have been unsuccessful in finding a solution that meets the minimum specifications listed above.
    
    The Leica Absolute Tracker AT960-SR & T-Scan 5 is the only machine that National Research Council has been able to identify that meets these specifications.
    
    Hexagon Manufacturing Intelligence is the OEM of the Leica Tracker, as well as the only authorized seller of this technology.
    
    National Research Council is unaware of an equivalent piece of equipment to the Lecia Absolute Tracker AT960-SR & T-Scan 5.  
    
    6. Government Contracts Regulations Exception(s) 
    
    The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work".

    o World Trade Organization - Agreement on Government Procurement (WTO-AGP) - Article(s) XIII (b): (iii) due to an absence of competition for technical reasons

    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.  However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
