Trade Agreement: Canadian Free Trade Agreement (CFTA) Tendering Procedures: If 2+ bids offer Canadian goods/services other bids will not be considered Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: Cable Television Service for 4 buildings at Fort Frontenac W3915-180035/A Choquette, Herb Telephone No. - (613) 536-4874 ( ) Fax No. - (613) 545-8067 ( ) E-mail Herb.Choquette@pwgsc.gc.ca The Canadian Army Command Staff College requires television programming services to ninety (90) connections at 4 buildings (Vincent, La Salle, Bradstreet, De Noyan) within Fort Frontenac at 317 Ontario Street, Kingston Ontario K7K 7B4. There currently is cabling to all 90 locations. The contractor may replace the cabling if required to provide their television service. The Contractor must, within 60 days of contract award, install and provide services. Constraints Due to historical building preservation regulations the television service must not require satellite dishes to be installed at Fort Frontenac and the cabling must not be visible on the outside of the building. There are restrictions during installation regarding drilling of holes in floors and walls and placement of cabling. Any additions or modifications to the existing cable television services infrastructure and cabling must be approved by the Site Authority prior to installation. The Contractor must set up all devices or components associated with the TV outside the communications closets. The Contractor must not provide the following to any of the Fort Frontenac locations: i. Internet services; ii. Pay-per-view channels; iii. Sexually explicit or Adult channels; and iv. Personal Video Recorders (PVRs). Security Requirements 1. Before award of a contract, the following conditions must be met: (a) the Bidder must hold a valid organization security clearance as indicated in Part 6 - Resulting Contract Clauses; (b) the Bidder's proposed individuals requiring access to classified or protected information, assets or sensitive work sites must meet the security requirements as indicated in Part 6 - Resulting Contract Clauses; (c) the Bidder must provide the name of all individuals who will require access to classified or protected information, assets or sensitive work sites; Mandatory Site Visit It is mandatory that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at Fort Frontenac on November 2, 2017. The site visit will begin at 10:00 a.m. EDT outside the front entrance. Bidders must communicate with the Contracting Authority no later than 3:00 p.m. EDT on November 1, 2017 to confirm attendance and provide the name(s) of the person(s) who will attend. Bidder’s that have not confirmed they will be attending may not be admitted to the site. Bidders will be required to sign an attendance sheet. Bidders should confirm in their bid that they have attended the site visit. Bidders who do not attend the mandatory site visit or do not send a representative will not be given an alternative appointment and their bid will be declared non-responsive. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.
