Background and Purpose 1.1. The Government of Canada is committed to using 100 percent clean electricity (low-carbon or renewable sources) by 2025 for federal facilities and fleets as set out in the Pan-Canadian Framework on Clean Growth and Climate Change. To support that commitment, the Department of National Defence (DND) is interested in pursuing opportunities to supply and/or use clean electricity at National Defence Establishments within the same timeframe. 1.2. This will support the Government of Canada and DND commitment to reducing greenhouse gas emissions from federal government facilities and fleets by 40 percent below 2005 levels by 2030 and 80 percent below 2005 levels by 2050. 1.3. The purpose of this RFI is to request feedback from interested parties that will be used to inform a potential solicitation for clean electricity production under two potential contracting models: 1.3.1. Power Purchase Agreements: generating clean power for the department under a fixed price plan for a negotiated duration under the Procurement Strategy for Aboriginal Business on DND or adjacent Indigenous lands. 1.3.2. Construction of small micro generation systems under the Procurement Strategy for Aboriginal Business on DND property. 1.4. For the purposes of this RFI, clean electricity is considered to be electricity generated through non-emitting resources (ex. hydro, wind, solar, nuclear, geothermal, etc.) 2. Objectives 2.1. The objectives of this RFI are to: 2.1.1. Bring attention to the potential for an Indigenous set-aside and/or, if applicable, economic measures under Comprehensive Land Claim areas and get as much participation from Indigenous companies as possible; 2.1.2. Gauge interest in Indigenous business opportunities for the provision of clean electricity production, maintenance and distribution; 2.1.3. Ensure that any future procurement process is as effective as possible by ensuring that potential bidders have the capacity and expertise to deliver the type of services being requested; and 2.1.4. Provide Indigenous companies the opportunity to communicate information about the factors that DND should take into consideration when planning and developing statements of work for supplying Defence Establishments with clean electricity. 3. Nature of this RFI 3.1. This is not a bid solicitation, it is a request for information. This RFI will not result in the award of any contract. As a result, potential suppliers of any goods or services described in this RFI should not reserve stock or facilities, nor allocate resources, as a result of any information contained in this RFI. This RFI will not result in the creation of any source list. Therefore, whether or not any potential supplier responds to this RFI will not preclude that supplier from participating in any current or future procurement. Also, the procurement of any of the goods or services described in this RFI will not necessarily follow this RFI. This RFI is simply intended to solicit feedback with respect to the matters described in this RFI. 4. Contents of this RFI 4.1. This RFI contains specific questions addressed to Industry - see section 5. 4.2. Annex A to this RFI contains DND’s electricity consumption. 4.3. Annex B to this RFI contains a backgrounder on the Procurement Strategy for Aboriginal Business (PSAB). 5. Questions to Industry 5.1. Respondents are asked to respond to the questions listed below. In the event that DND pursues a competitive solicitation for clean electricity, the responses will be used to inform the procurement strategy. A response does not need to be provided for every question. 5.1.1. Is your company/partnership interested in responding to a solicitation set-aside under the PSAB and/or economic measures under Comprehensive Land Claim Agreements for supplying Defence Establishments with clean electricity? For more information on PSAB, please refer to Annex B. 5.1.2. Is your company/partnership interested in responding to a solicitation for generating clean electricity under a fixed price plan with a 25-year term? 5.1.3. Please identify what provinces you conduct business in and what types of clean energy projects your company would be interested in bidding on. Consider populating the table below. Province Solar (0-100kW) Wind (1MW - unlimited) Geothermal Other (specify) 5.1.4. Please provide a list of clean energy contracts that your company/partnership has completed. 5.1.5. Annex A identifies DND’s electricity consumption. Do you have the capacity to meet the electricity demands for any of the Defence Establishments? Please specify what establishments. 5.1.6. What capacity does your company/partnership have to design, build, or operate micro-generating facilities on DND properties north and south of Canada’s 60th? 6. Nature and Format of Responses Requested 6.1. Respondents are asked to respond to the questions listed in Section 5. Any assumptions made in the responses should be explained. A response does not need to be provided for every question. Respondents can respond to as many questions as they would like. Please structure your submission so that it is clear which question(s) you are responding to. 7. Response Costs 7.1. Canada will not reimburse any respondent for expenses incurred in responding to this RFI. 8. Treatment of Responses 8.1. Use of Responses: Responses will not be formally evaluated. However, the responses received may be used by Canada to develop or modify procurement strategies for purchasing clean electricity. Canada will review all responses received by the RFI closing date and may at its discretion, review responses received after the RFI closing date. 8.2. Review Team: A review team composed of representatives of Canada will review the responses. Canada reserves the right to engage any independent consultant, or use any Government resources that it considers necessary to review any response. Not all members of the review team will necessarily review all responses. 8.3. Confidentiality: Respondents should mark any portions of their response that they consider proprietary or confidential. Canada will handle the responses in accordance with the Access to Information Act. 9. Submission of Responses 9.1. Interested parties should email their responses to Herb Choquette at Herb.Choquette@pwgsc-tpsgc.gc.ca by 27 November, 2018 at 2:00 p.m. EST. 10. Enquiries 10.1. Because this is not a bid solicitation, Canada will not necessarily respond to enquiries in writing or by circulating answers to all potential suppliers. No Obligation 11.1. The issuance of this RFI or any engagement activities issued as part of this RFI do not create an obligation for Canada to issue a subsequent bid solicitation and does not bind Canada legally or otherwise, to enter into any agreement or to accept any suggestions from industry. 11.2. This supplier community consultation process is not a bid solicitation and a contract will not result from this request. Potential suppliers of any goods or services described in this RFI should not reserve stock or facilities, nor allocate resources, as a result of any information contained in this RFI. 11.3. Potential respondents are advised that any information submitted to Canada in response to this industry consultation process may be used by Canada in the development of a subsequent competitive solicitation. However, Canada is not bound to accept any expression of interest or to consider it further in any associated documents such as a Request for Proposal.
