Trade Agreement: CETA/WTO-AGP/CPTPP/CFTA/FTAs with Peru/Colombia/Panama/Korea/UK Tendering Procedures: Generally only one firm has been invited to bid Non-Competitive Procurement Strategy: Exclusive Rights Comprehensive Land Claim Agreement: No Vendor Name and Address: Bloodstone Division, LLC 5410 W Tyson Ave, Unit F Tampa Florida United States 33611 Nature of Requirements: Supply of medical equipment carriage and organization system for CH-147 Chinook Helicopter W0125-22WR18/A Choquette, Herb Telephone No. - (613) 449-8446 Introduction The Department of National Defence Canadian Medical Emergency Response Team (CMERT) requires a contractor to supply a medical equipment carriage and organization system to safely and effectively store medical supplies for use in the CH-147 Chinook Helicopter during the delivery of Damage Control Resuscitation care to injured persons. Requirement A medical equipment storage solution that is man-portable and can be easily installed in the CH-147 in the CMERT Configuration while allowing for quick identification of the materials being stored. Contractor’s Experience Requirement • Contractor must demonstrate that they have at least 1 year experience in the medical pack design field. Deliverables • Panel System comprised of 8 separate panel units meeting the following specifications: • 4x Panels able to organize and secure medical supplies capable of treating 2x casualties each within the MARCH sequence (Massive Hemorrhage, Airway, Respiration, Circulation, Hypothermia). • 1x Panel able to organize and secure medical supplies capable of treating 3x casualties organized within Medical Officer specific scope of practice (Endotracheal Intubation, Chest Tube Kit, etc). • 1x Panel able to organize and secure medical supplies capable of treating 3x casualties organized within Critical Care Nursing Officer specific scope of practice (IV medications, urinary catheter kits, nasogastric kits, etc). • 1x Panel able to store and organize blood administration products for up to 3x casualties, including but not limited to: o Blood tubing o Warming cartridges o Pressure bags o Various blood products o Mounting system for thermoregulation device • 1x Panel able to organize and secure Administration items including but not limited to: o Various sized gloves o Hand sanitizing gel/wipes o Ear/Eye protection o Documentation o Oxygen activated heating blankets (i.e. ReadiHeat) • 1x Health Canada Approved Thermoregulation device sized for at least 12 units of blood capable of attaching to panel system via mounting system. • Overall dimensions: Maximum available space is 22 Height x 119 Width x 8 Depth excluding the thermoregulation device. • Daisy-chain hanging option from all top corners. • Panels must be of a rigid/semi-rigid design. • Pouches must be windowed to allow for visualization of components, and removable from panel via hook-loop attachments. • Panels must be man-portable, ideally offering backpack like carrying options. Location of Work, Work site Work will be completed at contractor’s manufacturing facilities and shipped to end-user. Expected Start and Completion Dates 2x panels systems to be delivered prior to 1 May 2022, with the Canada reserving the option to purchase additional panel systems over the next 3 years. SOLE SOURCE JUSTIFICATION The only vendor capable of meeting these requirements is Bloodstone Division LLC, 5410 W Tyson Ave, Unit F Tampa, FL, 33611. The procurement is exempted from the following trade agreements: Government Contracting Regulations 6.(d) only one person or firm is capable of performing the contract. Canadian Free Trade Agreement (CFTA) - Article 513 Limited Tendering (b) : "where the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute goods or services exist for any of the following reasons: (iii) due to an absence of competition for technical reasons." International trade agreements because where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists. Delivery Date: Above-mentioned You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified above. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
