    Advance Contract Award Notice (ACAN)

An ACAN is a public notice indicating to the supplier community
that a department or agency intends to award a contract for
goods, services or construction to a pre-identified supplier,
thereby allowing other suppliers to signal their interest in
bidding, by submitting a statement of capabilities. If no
supplier submits a statement of capabilities that meets the
requirements set out in the ACAN, on or before the closing date
stated in the ACAN, the contracting officer may then proceed
with the award to the pre-identified supplier.

Starch (RS) Analyzer system. The instrument simulates human
digestion and, with the addition of enzymes and buffers, breaks
down starchy foods to glucose, which is measured via an online
monitor, then ultimately calculates their glycemic index and
resistant starch content (i.e. foods that qualify for in vivo GI
    testing).

    Statement of Capabilities

Any interested supplier must demonstrate by way of a statement
of capabilities that its product meets the following Minimum
Mandatory Specifications for an Automated In Vitro Glycemic

    12%.
    - The GI/RS Analyzer must be able to do glucose analysis with a
high level of accuracy and precision as evident by an
inter-assay coefficient of variation (CV) of between 1% and 6%.
