Solicitation Number: W6399-19KF21/B Title: Precision Parachute Training The Department of National Defence (DND) has a requirement for precision parachute training within North America, on an "as and when requested" basis. The training is to provide DND personnel with the necessary skill sets to conduct parachute operations under a variety of complex and adverse conditions. The training will cover the range of experience from beginner to advanced level parachutists and will include all aspects of the training, including the provision of facilities, resources, instructors, and support personnel required to conduct the training. The intention of the Crown is to issue up to two (2) National Individual Standing Offers (NISOs) to meet this requirement. The period for placing call-ups against the Standing Offer(s) will be from issuance to 2023-12-31, plus two (2) one-year irrevocable options allowing Canada to extend the term of the Standing Offer(s). The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA). This RFSO allows offerors to use the epost Connect service provided by Canada Post Corporation to transmit their offers electronically. Offerors must refer to Part 2 of the RFSO entitled Offeror Instructions and Part 3 of the RFSO entitled Offer Preparation Instructions, for further information on using this method. The Phased Offer Compliance Process (POCP) applies to this requirement. Offerors may request a debriefing on the results of the request for standing offers process. Offerors should make the request to the Standing Offer Authority within 15 working days of receipt of the results of the request for standing offers process. The debriefing may be in writing, by telephone or in person.
