    This bid solicitation is being issued to satisfy the requirement of the Department of National Defence [the "Client"] for Task-Based Informatics Professional Services (TBIPS) under the TBIPS Supply Arrangement (SA) method of supply.
    
    This requirement is open only to TBIPS SA Holders currently holding a TBIPS SA for Tier 2 in the National Capital Region under the EN578-170432 series of SAs for the following category:
    
    I.10.  Technical Architect  Level 3  (Quantity - 6)
    
    The Department of National Defence (DND) requires on-site technical support services for the Land Command, Control, Communication, Computers, Intelligence, Surveillance and Reconnaissance (LC4ISR) at the Directorate Land Command Systems Program Management (DLCSPM) facilities.
    
    It is intended to result in the award of one contract. The contract will be from contract award to three (3) years later plus two (2) one-year irrevocable options allowing Canada to extend the term of the contract.
    
    There is a security requirement associated with this requirement. For additional information, see Part 6 - Security, Financial and Other Requirements, and Part 7 - Resulting Contract Clauses.     This procurement is subject to the Controlled Goods Program.
    
    The Federal Contractor’s Program (FCP) for employment equity applies to this procurement; see Part 5 - Certifications, Part 7 - Resulting Contract Clauses and the attachment titled "Federal Contractor’s Program for Employment Equity - Certification."
    
    This bid solicitation requires bidders to use the epost Connect service provided by Canada Post Corporation to transmit their bid electronically.  Bidders must refer to Part 2 entitled Bidder Instructions, and Part 3 entitled Bid Preparation Instructions, of the bid solicitation, for further information.
    
    Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days from receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
    
    The Contractor must obtain from its employee(s) or subcontractor(s) the completed and signed Non-Disclosure Agreement attached at Annex E and provide it to the DND Procurement Authority before they are given access to information by or on behalf of Canada in connection with the Work.
    
    The Phased Bid Compliance Process applies to this requirement.
