Telephone No. - (613) 547-7587 ( ) Fax No. - (613) 545-8067 An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed with a full tendering process. Requirement Department of National Defence, 8 Wing Canadian Forces Base Trenton, requires the production and delivery, Incoterms 2000 "DDP Delivered Duty Paid" to 8 Wing Trenton, of four (4) Customized Work Platforms, eight (8) Mobile Ladder Stands and three (3) Adjustable work-mate stands to meet CT114 Tutor aircraft specifications. Background The current Aircraft Work Platforms have been locally manufactured in ATESS and are made of wood and considered non-standard as they do not meet and/or have any safety standards or imposed weight limitations. The platforms are a safety hazard and do not have any industry standard markings or paperwork. These platforms are used to support the CT114 Tutor aircraft Periodic Maintenance program and the Snow Bird flying team. The ATESS General Safety Committee has requested the purchase of four (4) Aircraft Work Platforms. Mandatory Specifications 4 x WORK PLATFORM CUSTOMIZED, 2 WITH LEFT STEP DOWN AND 2 WITH RIGHT HAND STEP DOWN 1. Platform must be 48" x 83" IRREGULAR SHAPE WITH NON-SKID SURFACE 2. Height must be 60" or platform adjustable from 54" to 60". 3. Clearance under platform must be 16" on right side or left side as applicable to configuration. 4. Must have removable handrail on right side for L/H configured stands 5. Must have removable handrail on left side as applicable to configuration (L/H or R/H configured stand) 6. Must be light weight and easily moveable. 7. If fixed platform height, must have removable step 57" x 12" to be bolted into work location and able to be relocated and positioned at 54" height or platform must be height adjustable 54" to 60" 8. Platform face and removable step face to have rubber bumper 9. Minimum 1,000 lbs capacity 10. Must be manufactured to meet CSA and/or OSHA 1910.26 regulations 8 x MOBILE LADDER STANDS 1. Three stands 26"Wide x 30"Deep x 18"High with appropriate steps, non-slip surface, no hand rail and minimum 400lb capacity. 2. Three stands 26"Wide x 30"Deep x 27"High with appropriate steps, non-slip surface, no hand rail and minimum 400lb capacity. 3. Two stands minimum 24"Wide x 48"Deep x 45"High with appropriate steps, hand rail, non-slip surface and minimum 750lb capacity. All stands must meet or exceed CSA and/or ANSI standards. 3 x STAND 9-14" ADJ ERGO-MAT 24 x 36 1. Capacity must be minimum 500 lbs 2. Adjustable Height must be 9-14" Trade Agreements The requirement is subject to the following the North American Free Trade Agreement (NAFTA), the Canada-Peru Free Trade Agreement (CPFTA), Canada-Columbia Free Trade Agreement (CCFTA) and the Agree on Internal Trade (AIT) however it is proposed to invoke limited tendering reasons in accordance with the following: Single Sourcing applies under the following GCR: Section 6d) Only one person is capable of performing the contract: NAFTA: Article 1016: (2b) Limited Tendering Procedures where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists; AIT: Article 506, (12b) where there is an absence of competition for technical reasons and the goods or services can be supplied only by a particular supplier and no alternative or substitute exists; Delivery date required: On or before 31 March 2014. The estimated cost of the contract is $50,823.00 + HST if applicable. Sole Source Justification Canadian Forces Base Trenton requires four (4) specialized Aircraft Work Platforms that are customized to specifically fit the contour and shape of CT114 Tutor aircrafts. These platforms must be customized and cannot be purchased off the shelf. The platforms must be customized in order to meet not only the dimensional and weight requirements, but also the required CSA and/or ANSI safety requirements. Acklands Grainger, by obtaining cooperation from three different suppliers, is the only company that is able to meet these very specific requirements. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
