Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Requirement The Meteorological Service of Canada (MSC) is interested in acquiring two (2) Doppler Lidars (DLs), with an option of two (2) more DLs, for its Upper Air Network for automated measurements vertical profiles of wind speeds and directions in the atmospheric boundary layer. The DLs sought are those with vertical wind profile measurements but have a limited scanning capability in consideration of cost, data assimilation and transfer. These DLs will be deployed in selected upper air stations to augment their observations, and the DL wind measurements are envisioned to be used for now-casting, that is, very short term (up to 6 hours) forecasting. The system must be able to meet the mandatory technical specifications identified in item 3. 3. Criteria for assessment of the Statement of Capabilities Suppliers who consider themselves fully qualified and available to provide the goods, services, or construction services described in this ACAN may submit a Statement of Capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. MANDATORY TECHNICAL SPECIFICATIONS 1. The proposed DL must be a pulsed Doppler LIDAR system. 2. The proposed DL must be able to operate outdoors unattended (i.e., without operator intervention) and continuously except for routine maintenance. 3. The maximum of the Line-Of-Sight (LOS) data acquisition range of the proposed DL must be greater than or equal to 5km. 4. The maximum of the measured LOS wind speed must be greater than or equal to 15 m/s. 5. The accuracy of the measured LOS wind speed must be better than or equal to 0.5 m/s. 6. The proposed DL must be able to measure or calculate vertical 3-Dimensional wind profiles. 7. The (data acquisition) range resolution must be 100m or finer. 8. The proposed DL must have: a. Limited scanning: the elevation angle range must be a subset of [60°, 90°], b. Pointing accuracy: better than or equal to 0.1°. 9. The proposed DL system must be; a. Temperature stabilized and b. Weather proofed, IP65 or NEMA 4 or greater and must conduct measurements in the following conditions: a. Temperature: -20°C to +40°C, b. Humidity: 10% to 100%RH c. A coastal environment with salt mist or fog 10. The proposed DL must have a window heater/blower that allows the proposed DL to operate in low temperature and/or during precipitation, and must be capable of melting frost/hoar frost. 11. The proposed DL must be able to operate when supplied with 110-240VAC 50-60Hz (with DC converter supplied if required), and the whole system including cooler and/or heater must not draw more than 350W. 12. The dimensions of the proposed DL must equal to or less than 70cm x 70cm x 70cm. 13. The weight of the proposed DL must equal to or less than 70kg. 14. The proposed DL must have a regulator and/or UPS to condition the input power and with sufficient power to allow shutdown of the DL. 15. The proposed DL must have at least one Ethernet/LAN port connection. 16. Upon delivery of the proposed DL must comply with requirements issued under CAN/CSA-C22.2. Proof of certification required at time of delivery. 17. The laser emission from the antenna of the proposed DL must be in the Class 1M category (IEC/EN 60825-1 compliant). 18. The laser wavelength of the proposed DL must be between 1.4 to 2.2 micrometers (µm). 19. The proposed DL must have a commercial-off-the-shelf PC for remote control software, processing and data display. 20. The operating system used by the proposed DL must be Windows 7 (or newer). 21. The proposed DL must be capable of time synchronization to GPS time for time stamping data. 22. The contractor must provide training to the MSC staff on the installation, alignment, operation, data processing and retrieval, and maintenance of the proposed DL. 4. Applicability of the Trade Agreement(s) to the procurement This procurement is subject to the following trade agreement(s): Canadian Free Trade Agreement (CFTA) North American Free Trade Agreement (NAFTA) World Trade Organization Agreement on Government Procurement (WTO-AGP) Canada-European Union Comprehensive Economic and Trade Agreement (CETA) 5. Justification for the Pre-Identified Supplier The Doppler LIDAR system that is sought is a LIDAR system that measures vertical wind profiles with a LOS data acquisition range of a least 5km but has a limited range of elevation angles that are greater than or equal to 60° and less than or equal to 90°. This Doppler LIDAR system is used to measure vertical wind profiles in the atmospheric boundary layer. For measurement of wind profiles in the atmospheric boundary layer, the LOS data acquisition range must be 5km or greater. For the purpose of measuring vertical wind profiles the full range of elevation angles is not required. The only known LIDAR system that complies with these two requirements is the Stream Line Pro from Halo Photonics. 6. Government Contracts Regulations Exception(s) The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - "only one person is capable of performing the contract". 7. Exclusions and/or Limited Tendering Reasons The following exclusions and/or limited tendering reasons are invoked under the: Canadian Free Trade Agreement (CFTA) - Article 513.1 (b) (iii) North American Free Trade Agreement (NAFTA) - Article 1016.2 (b) World Trade Organization Agreement on Government Procurement (WTO-AGP) - Article XIII 1 (b) (iii) Canada-European Union Comprehensive Economic and Trade Agreement (CETA) - Article 19.12 1 (b) (iii) 8. Delivery Date Limited Scanning Doppler LIDAR System The product/system/equipment (as appropriate) must be delivered on March 29, 2019 9. Cost estimate of the proposed contract The estimated value of the contract, including option(s), is $ 678,000 CAD (GST/HST extra). 10. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
