Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Requirement Agriculture and Agri-Food Canada, Guelph Research and Development Centre (GRDC) has a requirement for the supply, delivery, installation and training of one (1) Illumina NextSeq 550 Sequencing System to increase the capacity and throughput for Next-Generation Sequencing at GRDC while maintaining comparability with existing instruments. The addition of this system will support AAFC Food Safety and Food Health Research involving genomic and bioinformatics analyses. The system must be able to meet the mandatory technical specifications identified in item 3. 3. Criteria for assessment of the Statement of Capabilities Suppliers who consider themselves fully qualified and available to provide the goods, services, or construction services described in this ACAN may submit a Statement of Capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. MANDATORY TECHNICAL SPECIFICATIONS 1. Must accommodate space of 115 cm x 85 cm x 200 cm (width x depth x height) 2. Capable of fully automated paired-end sequencing 3. Scalability from 20-120 gigabases generated in a single run 4. Capable of generating up to 400 million reads in a single run 5. Capable of on-instrument amplification of sequencing libraries 4. Justification for the Pre-Identified Supplier The GRDC requirements for a Next Generation Sequencer are: 1) a benchtop instrument that requires no secondary instrumentation for sequencing, in order to fit into the available laboratory space (115 cm W x 85 cm D x 200 cm H). 2) capacity and scalability to perform a variety of high-throughput sequencing applications, including eukaryotic RNASeq, shotgun metagenomics and eukaryotic genome sequencing. 3) compatibility with our existing internal laboratory protocols and bioinformatics pipelines developed for the MiSeq, to eliminate the need to establish separate parallel workflows. 4) produces data that is comparable to that generated by the MiSeq, to permit comparisons between previous and future experimental results generated on both instruments. The Illumina NextSeq from Illumina Canada Ulc is the only known instrument that fulfills these requirements. It employs the same SBS chemistry as the MiSeq, allowing for existing library preparation protocols to be used, and produces comparable data in terms of read-length, quality and error rate. It is the only instrument capable of producing paired-end reads, which are used as input for bioinformatic analyses. 6. Government Contracts Regulations Exception(s) The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - "only one person is capable of performing the contract". 7. Exclusions and/or Limited Tendering Reasons The following exclusions and/or limited tendering reasons are invoked under the: Canadian Free Trade Agreement (CFTA) - Article 513.1 (b) (iii); North American Free Trade Agreement (NAFTA) - Article 1016.2 (b); World Trade Organization Agreement on Government Procurement (WTO-AGP) - Article XIII 1 (b) (iii;) Canada-European Union Comprehensive Economic and Trade Agreement (CETA) - Article 19.12 1 (b) (iii); Canada - Chile FTA, Article Kbis-09, (b); Canada - Colombia FTA, Article 1409, (b) (iii); Canada - Panama FTA, Article 16.10, (b) (iii); Canada - Peru FTA, Article 1 (b) (iii) Canada - Honduras FTA, Article 17.11, (b) (iii); Canada - Ukraine FTA, Article 10.13 a (b) (iii); Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), Article 15.10 2 (a) (iii) 8. Delivery Date High-throughput Genome Sequencing System The product/system/equipment (as appropriate) must be delivered on or before 31 March 2020. 9. Cost estimate of the proposed contract The estimated value of the contract, including option(s), is $355,285.33 (GST/HST extra). 10. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
