ELIGIBLE BIDDERS UNDER THIS BID SOLICITATION
This Bid Solicitation is issued against the Learning Services Supply Arrangement (SA), PWGSC File No. E60ZH-070003.  All terms and conditions of the Learning Services SA apply and are incorporated into any resulting contract.

The requirement described herein is open only to PWGSC Learning Services SA Suppliers.

NOTICE OF PROPOSED PROCUREMENT
The Department of National Defence (DND) has a requirement an instructor to deliver Air Combat Systems Officer (ACSO or navigator) training for Search and Rescue Operations using CC130H (Hercules) aircraft. Services include on-site ground school instruction for CC130H-SAR aircrew as well as development and maintenance of all CC130H-SAR ground training material. Services shall take place at 426 (T) Squadron (Sqn), located in 8 Wing, Canadian Forces Base Trenton, Ontario.

Work is to be performed during the period of 01 October 2016 to 31 March 2018 and includes the 
irrevocable option to extend the term of the Contract by up to THREE additional periods

Basis of Selection- Highest Combined Rating of Technical Merit and Price

Security Requirements
1. Beforeaward of a contract, the following conditions must be met:

(a) the Bidder must hold a valid organization security clearance as indicated in Part 7 - Resulting Contract Clauses;

(b) the Bidder's proposed individuals requiring access to classified orprotected information, assets or sensitive work sites must meet the security requirements as indicated in Part 7 - Resulting Contract Clauses;

(c) the Bidder must provide the name of all individuals who will require access to classified or protectedinformation, assets or sensitive work sites;

2. Bidders are reminded to obtain the required security clearance promptly. Any delay in the award of a contract to allow the successful Bidder to obtain the required clearance will be at the entire discretion of the Contracting Authority.
