Trade Agreement: NAFTA / CFTA / FTAs with Peru / Colombia / Panama / Korea Tendering Procedures: Generally only one firm has been invited to bid Non-Competitive Procurement Strategy: Exclusive Rights Comprehensive Land Claim Agreement: No Vendor Name and Address: Xsens North America Inc. 10557 Jefferson Blvd, Suite C Culver City California United States 90232 Nature of Requirements: Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. Definition of the requirement Defence Research and Development Canada (DRDC) Toronto has a requirement for the supply of quantity 2 wearable full-body inertial measurement systems to measure operationally relevant tasks (marching, running, bounding, kneeling, etc.) performed by Canadian Armed Forces (CAF) soldiers in various load configurations. The ability to track and measure an individual’s 3-dimensional (3D) motion is required to create biomechanical models and to better understand mobility performance as it relates to load. The systems must be wearable inertial motion units capable of tracking full-body kinematics for a minimum of 23 segments. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) Any interested supplier must demonstrate by way of a statement of capabilities that its system meets the following requirements: Tracker Components: Must be able to track angular velocity in 3 axes (minimum ± 2000 deg/sec), acceleration in 3 axes (minimum ± 160 m/s2), and magnetic field in 3 axes (minimum ± 1.9 Gauss). Orientation Accuracy: Must have a static accuracy of less than or equal to 0.2 degrees for roll and pitch, a static accuracy of less than or equal to 0.5 degrees for heading, and a dynamic accuracy of less than or equal to 1 degree RMS. Minimal Magnetic Distortion: System must be able to compensate for environmental magnetism, with minimal drift. Connectivity to external computer: Must have wired and wireless (e.g. Wi-Fi) connection availability. Wireless Communication Range: Must be able to operate within a minimum open space range of 120m. External Sampling Rate: Must have an external sampling rate of at least 240 Hz. Portability: Must come with a durable transport case. Battery Life: Must have a minimum battery life of 8 hours. Durability: Must be able to collect dynamic movement data outdoors, in moderate weather conditions. Set-Up and Calibration: Must have a system set-up time less than or equal to 20 minutes. Subject Interchangeability: Must be able to collect data from multiple participants, sequentially, with minimal turnaround time. Tracker Placement: Tracker placement must be compatible with military protective equipment. Trackers must have the ability to be placed over or under equipment. Global Positioning System (GPS) (Option): Ability to track Global Positioning System (GPS) location or ability for GPS upgrade capabilities is desirable. Accessories: Hardware Back Up Kit (qty 1) Accessories: Hardware attachments (e.g. straps, lycra suit, etc.) in multiple sizes (qty 4 sets) Software: Software must provide real-time data streaming and visualization. Software must be able to track and output: • Segment joint positions, velocities, and angles in three axes (x, y, z) • 3 Dimensional segment global positions (x, y, z) • Body centre of mass • Relative changes in subject height/elevation Must feature a scalable and adjustable biomechanical model. Must be able to export data files to C3D and ASCII file formats. Must provide support for a minimum of 3 years. Training: The Contractor must provide training for up to 8 DRDC staff. The language of the training must be English. Training must cover the following topics: 1. Set up and calibration; 2. Operation; 3. Basic measurements; 4. Software installation; 5. Data transfer, post-processing, and exportation; 6. Any safety or care of use issues; The training must be located at an authorized facility in the Greater Toronto Region. The exact date of the training will be determined by the Technical Authority (TA). Hardware Maintenance Support The Contractor must provide a two year hardware maintenance support for that includes: a) Factory repairs at a certified service centre; b) Parts and labour for covered items; c) Toll-free telephone technical support; d) Online technical support; Software Maintenance and Support Renewal (Option) The Contractor must provide an option to extend the software maintenance and support agreement for requirement 4.3, once the initial support period of 3 years has elapsed. The option period would cover an additional 3 year software maintenance and support. Applicability of the trade agreement(s) to the procurement This procurement is subject to the following trade agreement(s): Canadian Free Trade Agreement (CFTA) and the North American Free Trade Agreement (NAFTA). Justification for the Pre-Identified Supplier 1. It is the only system capable of tracking 3D global positions of 23 segments, required for established Principle Component Analysis (PCA) techniques. 2. It is the only system with an ability to track relative elevation and height changes (e.g. walking upstairs, climbing, running, jumping, etc.), which would be critical for our project work related to soldier movement under load and in various terrains. · 3. This system is compatible with the Xsens systems of our academic partners, contractors, and allies with which we already have agreements in place. Compatibility allows for sharing data, common analysis techniques, and shared expertise (i.e United States Army Research Lab, Human Systems Inc., University of Ottawa). Ottawa). Government Contracts Regulations Exception(s) The following exception to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work"). Exclusions and/or Limited Tendering Reasons CFTA, Article 513, paragraph 1.(b) and 1.(c) are applicable on the basis of limited tendering due to compatibility with existing products, to recognize exclusive rights, such as exclusive licenses, copyright and patent rights, or to maintain specialized products that must be maintained by the manufacturer or its representative, and when there is an absence of competition for technical reasons and the goods or services can be supplied only by a particular supplier and no alternative or substitute exists. Articles 1016.2(b) and 1016.2(d) of NAFTA are applicable on the basis of limited tendering due to reasons where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists, for additional deliveries by the original supplier that are intended either as replacement parts or continuing services for existing supplies, services or installations, or as the extension of existing supplies, services or installations, where a change of supplier would compel the entity to procure equipment or services not meeting requirements of inter changeability with already existing equipment or services, including software to the extent that the initial procurement of the software was covered by this Chapter. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
