    This Bid Solicitation is issued against the Learning Services Supply Arrangement (SA), PWGSC File No. E60ZH-070003.  All terms and conditions of the Learning Services SA apply and are incorporated into any resulting contract.
    
    The requirement described herein is open only to PWGSC Learning Services SA Suppliers.
    
    
    The Department of National Defence (DND) has a requirement to prepare and deliver training for 
    Search and Rescue Operations using CC130H (Hercules) aircraft. Services include on-site ground school instruction for CC130H-SAR aircrew as well as development and maintenance of all CC130H-SAR ground training material.  The aircrew includes Pilot, Air Combat Systems Officer (ACSO or navigator), Flight Engineer and Loadmaster.  Services shall take place at 426 (T) Squadron (Sqn), located in 8 Wing, Canadian Forces Base Trenton, Ontario.
    
    Air Combat Systems Officer (ACSO or navigator):  Work is to be performed during the period of 01 August 2020 to 31 July 2021 and includes the irrevocable option to extend the term of the Contract by up to 4 additional 4 month periods
    
    Pilot,Flight Engineer and Loadmaster: Work is to be performed during the period of 01 January 2021 to 31 July 2021 and includes the irrevocable option to extend the term of the Contract by up to 4 additional 4 month periods
    
    Up to 8 Contracts may be awarded to fulfill the requirement.  The responsive bidders with the lowest and second lowest total evaluated price for EACH of the 4 categories will be recommended for award of a contract. 
    
    At the date of bid closing, the following conditions must be met:
    
    (a) the Bidder must hold a valid organization security clearance as indicated in Part 7 - Resulting Contract Clauses;
    
    (b) the Bidder's proposed individuals requiring access to classified or protected information, assets or sensitive work sites must meet the security requirements as indicated in Part 7 - Resulting Contract Clauses;
    
    (c) the Bidder must provide the name of all individuals who will require access to classified or protected information, assets or sensitive work sites;
