    Objective
    
    Provision of instructional, training and counselling services
    related to the Aboriginal Programs offered
    through the Canadian Defence Academy (CDA).
    
    Background
    
    The Canadian Armed Forces (CAF) has been instrumental in the
    development of a number of essential   Aboriginal programs. The
    role of CDA in relation to Aboriginal training and education is
    to increase       Aboriginal awareness and cultural knowledge
    for CAF personnel and to develop leadership opportunities for
    Aboriginal peoples. 
    
    The CDA has the mandate to manage and conduct these programs.
    
    The presence of Aboriginal Facilitators, Counsellors, Culture
    Camp Coordinators, Guest Speakers and Elders representing the
    three (3) main Aboriginal groups (First Nation, Métis, Inuit) is
    seen as essential for the overall success of those programs.
    
    Resources must be available on as "as and when requested' basis
    throughout the duration of the Contract.

    Procurement Strategy for Aboriginal Business."
    
    "This procurement is set aside from the international trade
    agreements under the provision each has for set-asides for small
    and minority businesses."
    
    "Further to Article 1802 of the Agreement on Internal Trade
    (AIT), AIT does not apply to this procurement."
