Trade Agreement: Agreement on Internal Trade (AIT) Tendering Procedures: All interested suppliers may submit a bid Attachment: None Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: Chair Components 21K01-106002/A Abrams, Kathrine Telephone No. - (613) 545-8843 Fax No. - (613) 545-8067 Requirement Request for a National Individual Standing Offer (NISO) for the provision of chair components, including chair mechanisms, arms and mesh backings as specified in Annex 1 on an "as and when" requested basis, for the manufacture of office chairs by Correctional Service Canada, in support of CORCAN Industries' programs. Specifically required are components and sub-components to assemble with other textiles and components into office chairs. Background CORCAN operates in 31 sites across Canada with these business lines: textiles, manufacturing, construction, maintenance and services (such as printing and laundry). A principal goal of CORCAN is to provide Offender Workers with positive job-related work habits and the opportunity to acquire real-world marketable skills. CORCAN shops operate in as businesslike a manner as possible, given their institutional setting and training imperatives. Most shops are ISO-certified. CORCAN's mission is to aid in the safe reintegration of offenders into Canadian society by providing employment and employability skills training to offenders incarcerated in federal penitentiaries and, for brief periods of time, after they are released into the community. Further information can be found within the CSC website at: Http://www.csc-scc.gc.ca/text/prgrm/corcan/home_e.shtml Period of the Standing Offer The period of the Standing Offer is from date of Standing Offer to March 31, 2014. Option to Extend the Standing Offer The Contractor grants to Canada the irrevocable option to extend the term of the Contract by up to three (3) additional one (1) year periods under the same terms and conditions. The Contractor agrees that, during the extended period of the Standing Offer, it will be paid in accordance with the applicable provisions as set out in the Basis of Payment Trade Agreements The requirement is subject to the provisions of the Agreement on Internal Trade (AIT). Evaluation Procedures Bids will be assessed in accordance with the entire requirement of the bid solicitation. As a condition precedent to issuance of the standing offer, the supplier must produce pre-production samples. The sample chair components submitted may be assembled with other components in order to produce the chair(s) described in the specifications at Annex "A" of the solicitation for evaluation against CAN/CGSB-44.232-2008. Selection Method An offer must comply with the requirements of the Request for Standing Offers to be declared responsive. The responsive offer with the lowest evaluated price will be recommended for issuance of a Standing Offer. Enquiries All enquiries must be submitted in writing to the Contracting Authority no later than ten (10) calendar days before the bid closing date. Negotiations The Crown retains the right to negotiate with suppliers on any procurement. Official Languages Documents may be submitted in either official language of Canada.
