    1.  Advance Contract Award Notice (ACAN)
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award.  However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed with a full tendering process.
    
    2.  Requirement: Red-black Communication System
    
    8 Wing / CFB Trenton, Aerospace and Telecom Engineering Support Squadron requires the supply and delivery of a Red-black Communication System to work in conjunction with existing Harris components as is essential that 8 Wing Trenton has a network of compatable instruments and software.
    After careful consideration of all communication systems on the market, Exelis C4i Inc 
    is the only manufacturer that is compatible with CFB / 8 Wing Trenton’s current system and software and meets their needs for being ruggedized to meet environmental conditions experienced in flight and interfaces to a wide range of existing communications systems protocols and technologies.
    
    3.  Criteria for assessment of the Statement of Capabilities
    (Minimum Essential Requirements)
    
    The following is a list of requirements the system at a minimum must be able to achieve:
    Environmental Specifications and Requirements
    
    - Main components must be qualified to MIL-STD-810G for shock and vibration
    - Main components must be qualified to MIL-STD-461C for EMI/EMC
    - SOIU unit must meet Tempest standards
    - RIU must operate down to at least -35 degrees C and operate at least 20,000 Ft.
    
    Data Security Specifications and Requirements
    
    - SOIU unit must be certified to NSTISS 2/95 by NSA
    - Must be certified to connect to both Red and Black enclaves simultaneously
    - Must be certified to receive a mix of both Red and Black voice communication
    - Must be certified for operator to transmit in either Red or Black enclave
    
    
    
    Miscellaneous Requirements
    
    -Must be IP based technology
    -Must be open standards interfaces to facilitate many interface options
    -No single points of failure
    -Must be designed for military mobile and deployed operations using relatively compact and light components
    -Must have an easy integration of multiple radio technologies and standards to support a broad range of services
    -Must have integrated recording of all radio and telephone communications
    -Must be scalable from small to larger capacity systems
    -Critical communication functions must have redundant backup for high availability and reliability.
    
    
    4.  Applicability of the trade agreements to the procurement
    
    This procurement is subject to the following trade agreement(s): 
    The requirement is subject to the following the North American Free Trade Agreement (NAFTA),  the Canada-Peru Free Trade Agreement (CPFTA), Canada-Columbia Free Trade Agreement (CCFTA) and the Agree on Internal Trade (AIT).
    
    5.  Justification for the Pre-Identified Supplier
    Exelis C4i Inc. is the only manufacturer that is compatible with CFB / 8 Wing Trenton’s current system and software and meets their needs for being ruggedized to handle environmental conditions experienced in flight and interfaces to a wide rangeof existing communications systems protocols and technologies that is compatible with equipment and software currently used by CFB / 8 Wing Trenton.
    
    6.  Government Contract Regulations Exception
    
    The following exception to the Government Contracts Regulations is invoked for this procurement under subsection:  subsection 6(d) - "only one person is capable of performing the work".
    
    7.  Limited Tendering Reasons
    The following limited tendering reasons are invoked under the:
    
    Agreement on Internal Trade (AIT) - Article  506-12 (b); Wherethere is an absence of competition for technical reasons and the goods or services can be supplied only by a particular supplier and no alternative or substitute exists.
    
    North American Free Trade Agreement (NAFTA) - Article 1016:
    Limited Tendering Procedures;
    (b) where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable
    alternative or substitute exists;
    1016.2 (d) - for additional deliveries by the original supplier that are intended either as replacement parts or continuing services for existing supplies, services or installations, or as the extension of existing supplies, services or installations, where a change of supplier would compel the entity to procure equipment or services not meeting requirements of interchangeability with already existing equipment or services, including software to the extent that the initial procurement of the software was covered by this Chapter;
    
    8.  Period of the Proposed Delivery Date
    
    The equipment must be delivered on or before 31 March 2016.
    
    9.  Cost estimate of the proposed contract
    
    The estimated cost of the contract is $150,000.00

The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements."
    Closing date for a submission of a statement of capabilities is 28 January 2016.
    The PWGSC file number, the contracting officer’s name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
