The Contractor must provide scheduled routine cleaning services, unscheduled cleaning services to all buildings as detailed in the Statement of Work. When authorized in writing by the Project Authority using the form entitled Task Authorization Form DND 626, the Contractor must provide additional unscheduled cleaning services for included locations. The period of the resulting Contract will be for one year, from date of issuance to 14 May 2020 with Canada having an irrevocable option to extend the term by four (4) additional years up to 14 May 2024. This bid solicitation allows bidders to use the epost Connect service provided by Canada Post Corporation to transmit their bid electronically. Bidders must refer to Part 2 entitled Bidder Instructions, and Part 3 entitled Bid Preparation Instructions, of the bid solicitation, for further information. Mandatory Site Visit It is mandatory that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at Blackdown Cadet Training Centre, Borden, Ontario L0M 1C0 on June 12th, 2019. The site visit will begin at 10:00 EDT, in Building BP-83 Main Entrance. Bidders must communicate with the Contracting Authority no later than June 10th, 2019 to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders will be required to sign an attendance sheet. Bidders should confirm in their bid that they have attended the site visit. Bidders who do not attend the mandatory site visit or do not send a representative will not be given an alternative appointment and their bid will be declared non-responsive. Security: There are security requirements associated with this requirement. For additional information, consult Part 6 - Security, Financial and Other Requirements, and Part 7 - Resulting Contract Clauses. For more information on personnel and organization security screening or security clauses, Bidders should refer to the Contract Security Program of Public Works and Government Services Canada (http://www.tpsgc-pwgsc.gc.ca/esc-src/introduction-eng.html) website. Trade Agreements: The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), and the Canadian Free Trade Agreement (CFTA).
