    Nature of requirement:
    
    To provide transportation services for protected records on
    behalf of the Cheque Redemption Control Directorate (CRCD),
    Public Works and Government Services Canada, consisting of the
    transportation of cheques issued by the Government of Canada.
    These Cheques and related documents in bags are loaded in
    containers (cages), picked up from Dynamex warehouse, located on
    the Montreal Island, Québec and delivered to CRCD offices
    located in Matane, Québec.  
    
    In addition, other documents to pick-up at the same location,
    such as claimant report cards for the department of Human
    Resources and Skills Development Canada (HRSDC) will sometimes
    be included in the same shipment. 
    
    This transportation service must also include the return of
    empty containers (cages) from Matane back to Dynamex warehouse,
    Montreal.
    
    Transportation services are required every business day,
    excluding Statutory Holidays. There will be a minimum of 200
    trips per year. To facilitate Monday morning deliveries, pick up
    on Sunday nights is required.
    
    The shipments must be picked up by 8:30 PM at the Dynamex
    warehouse, Montreal and must be delivered at the CRCD, Matane by
    6:30 AM, and the following day.
    
    The period of the Contract is from April 1, 2015 to March 31.
    2017 inclusive with the right to request two (2) additional one
    (1) year period(s) under the same terms and conditions. 
    
    The Bidder must provide vehicle(s) that are model year 2010 or
    newer and must be a maximum height of 4.14 meters with
    capability of carrying 3 containers (cages) per trip. The weight
    of each container (cage) is approximately 93 kg and measures
    1,07m X 1,27m X 1,16m (volume 1,57m3). 
    
    Contractor's driver(s) must have the capability to communicate
    in French or both Official Languages of Canada. Each driver must
    be bonded in the amount of $5,000.00.
    
    A Commercial General Liability Insurance, not less than
    $2,000,000 per accident or occurrence, an Automobile Liability
    Insurance, not less than $2,000,000 per accident or occurrence,
    and an All Risk Transit Insurance shall be affected by the
    Contractor and maintained throughout the duration of the
    Contract.
    
    The requirement is subject to the Agreement of Internal Trade.
    The Canadian Content Policy is applicable where competition is
    limited to Canadian services.
    
    There is a security requirement associated with the Request for
    Proposal:
    
    The Contractor must, at all times during the performance of the
    Contract, hold a valid Facility Security Clearance at the level
    of RELIABILITY STATUS, issued by the Canadian Industrial
    Security Directorate (CISD), Public Works and Government
    Services Canada (PWGSC).
    
    The Contractor personnel for this work must EACH hold a valid
    personnel security screening at the level of RELIABILITY STATUS,
    granted or approved by CISD/PWGSC.  
    Subcontracts which contain security requirements are NOT to be
    awarded without the prior written permission of CISD/PWGSC.
