    Transport Canada has a requirement for a service of Hangar access. The purpose of this Advance Contract Award Notice (ACAN) is to signal the government's intention to award a Contract for these services to Bradley Air Services Ltd. (First Air) 20 Cope Drive, Kanata, Ontario. Before awarding a Contract however, the government provides other offerors with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the fifteen calendar day posting period.
    
    Closing date for submission of a statement of capabilities by e-mail is February 25, 2019.
    
    
    Background:
    
    Transport Canada requires the use of a hangar in Iqaluit that is able to house a DeHavilland DHC-7. 
    
    The service is required, on an as and when requested basis. Although the duration and frequency of the work to be performed will vary considerably in accordance with the range workload, typical utilization will be on the order of 2 or 3 days of work per month with occasional periods of work of as high as 10 days per month or as few as 0 days per month.  A typical workday would require transit to and from the range plus 1 hour of on-site flying time and 3 hours of standby time (landed and shut-down on-site).
    
    
    Delivery Required:
    
    The period of the Contract is from April 1, 2019 to March 31, 2022, with option to extend the Contract for an additional two (2) one-year periods.
    
    
    Minimum Essential Requirements:
    
    The supplier's Hangar must be located in Iqaluit, Nunavut.
    
    The hangar in Iqaluit has to be able to house a DeHavilland DHC-7.  The hangar must be heated and must be have lighting throughout the hangar. The minimum dimensions must be in excess of 85 feet in length, 95 feet in width and 27 feet in height, door size to correspond.
    
    The supplier must provide the exclusive use of the hangar for the duration of each particular request for service, as requested, upon availability.  
    
    
    Trade agreements: 
    
    - Applies to Canadian Free Trade Agreement (CFTA).
    - NAFTA does not apply as class V for transportation services is excluded. 
    - It is not listed under appendix 1 of the WTO-AGP.
    
    
    Comprehensive Land Claim Agreement:
    
    This procurement is subject to the Nunavut Land Claims Agreement (NLCA).

    Justification for the Preselected Supplier:
    
    Bradley Air Services Ltd. (First Air)., is the only known Supplier with a hangar located in  Iqaluit, that can provide the exclusive use of the hangar required. 
    
    Section 6 (d) of the Government Contract Regulations is being invoked in this procurement as only one person or firm is capable of performing the contract.  Article 506.12(b) of the Limited Tendering Provision is applicable on the basis of the absence of competition for technical reasons and the services can be supplied only by a particular supplier and no alternate or substitute exists.
