    The Canadian Coast Guard (CCG) has a requirement for the
    replacement of the systems for automatic, remote, and local
    control of the propulsion engines, gearboxes, controllable pitch
    propellers, and transverse thruster in accordance with the Annex
    "A" - Statement of Work (SOW) attached to the RPF, on the CCGS
    Samuel Risley operating from Parry Sound, Ontario.  The Work is
    to be performed in Parry Sound, Ontario.
    
    The CCGS Samuel Risley is a four-engine twin-screw vessel with
    two (2) Wartsila Vasa 12V22MD medium speed diesel engines
    driving each of two (2) propulsion shafts via Valmet gearboxes.
    Each shaft drives a shrouded LIPS controllable pitch propeller
    and each gearbox is fitted with two (2) integral main input and
    two (2) integral auxiliary power take off clutches.  
    
    The power take off clutches drive a shaft generator and a fire
    monitor water pump. The shaft generators are primarily used to
    power the bow and stern thrusters.  The bow thruster is a water
    jet type thruster.  The stern thruster is a tunnel-type CPP
    stern thruster.  The twin rudders are each fitted with
    independent electro-hydraulic steering gears. 
    
    The Contractor will be required to remove the entire ASEA FAMP-S
    control system and sub-systems; the ASEA Bow
    Thruster/Omnithruster control system, the Rolls Royce/Ulstein
    Stern Thruster control system and motor starter, and the SAB
    NIFE Rectifiers and battery banks, and replace the equipment
    with new equipment such that the automatic remote control and
    manual remote control are available in the Wheelhouse (WH) and
    Machinery Control Room (MCR) and manual local control is
    available in the machinery spaces.  
    
    The Contractor will be required to design, supply and install
    the new systems and perform the detailed engineering design and
    production work in accordance with the Statement of Work (SOW)
    attached to this RFP.
    
    The requirement is exempt from the provisions of the World Trade
    Organization Agreement on Government Procurement (WTO-AGP),
    Annex 4 and the North American Free Trade Agreement (NAFTA),
    Chapter Ten Annex 1001.2b Paragraph 1(a). However, it is subject
    to the Agreement on Internal Trade (AIT).  The sourcing strategy
    relating to this procurement will be limited to suppliers in 
    Eastern Canada, in accordance with Shipbuilding, Refit, Repair
    and Modernization Policy (1996-12-19).
    
    The Work must be completed by the fall of 2015.
