Public Services and Procurement Canada (PSPC) requires the services of contractors capable of building and supplying different categories of vessel for various Departments and Agencies on an as and when requested basis. This Request for Supply Arrangements (RFSA) will established a List of Qualified Contractors by category of vessel as per Annex “A” - Vessel Category List.  
 
The Supply Arrangements will have no defined end-date and will remain valid until such time as Canada no longer considers it to be advantageous to use them.

The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA) and the Agreement on Internal Trade (AIT). 

The RFSA is to establish Supply Arrangements for the delivery of the requirement detailed in the RFSA to the Identified Users across Canada, excluding locations within Yukon, Northwest Territories, Nunavut, Quebec, and Labrador that are subject to Comprehensive Land Claims Agreements (CLCAs).  Any requirement for deliveries to locations within CLCAs areas within Yukon, Northwest Territories, Nunavut, Quebec, or Labrador will have to be treated as a separate procurement, outside of the resulting Supply Arrangements.
