    Department of National Defence, 1 ESU, Moncton, NB, requires one
    supplier to provide accommodations, meals and vehicle rental for
    the period July 14, 2012 - August 5, 2012 for military personnel
    as they undertake improvements to their C-Span project at
    Resolute Bay Airfield, Resolute Bay, NU.
    
    The estimated value of the contract:  $131,250.00, taxes
    included.
    
    Section 6 (d) of the Government Contract Regulations is being
    invoked in this procurement as only one person or firm is
    capable of performing the contract.  The proposed contractor is:

    	P.O. Box 300

    Article 506.12 (b) of the Agreement on Internal Trade (AIT) is
    applicable on the basis of limited tendering due to "where there
    is an absence of competition for technical reasons and the goods
    or services can be supplied only by a particular supplier and no
    alternative or substitute exists."
    
    Summary of Requirements
    
    1.	 The details below specify the accommodations providers
    responsibilities with regards to the C-Span Improvement project
    in Resolute Bay. The Accommodations are required to be located
    in Resolute Bay. 
    
    2.	The accommodations providers responsibilities shall include,
    but are not limited to, the following:
    
    a.	Rations:
    (1)	Provide 3 meals per day per person; and
    (2)	Provide potable water for all personnel to fill canteens
    daily (5 litres per men per day).
    
    b.	Quarters:
    (1)	Provide rooms for 14 personnel at 2 to a room, with the
    exception of the officer in charge who will have a room to
    himself;
    (2)	The room shall be clean, with linen changed weekly;
    (3)	Internet capabilities shall be available in a minimum of 2
    rooms;
    (4)	Rooms shall be available for the periods provided:
    
    (a)	Check In: night of 14 Jul 12;
    	Check Out: morning of 5 Aug 12;
    	9 persons: 1 x single & 4 x double occupancy;
    
    (b)	Check In: night of 14 Jul 12;
    	Check Out: morning of 21 Jul 12;
    5 persons: 2 x double occupancy, odd man out may be roomed in a
    double occupancy room; and
    
    (c)	Check In: night of 1 Aug 12;
    	Check Out: morning of 5 Aug 12;
    5 persons: 2 x double occupancy, odd man out can be roomed in a
    double occupancy room.
    
    c.	Vehicle Rental:
    (1)	Provide 2 crew cab trucks, seating minimum 5 persons, for
    usage from 15 Jul - 5 Aug 12;
    (2)	Vehicles shall be in good working order;
    (3)	If vehicles break down, they shall be replaced at no extra
    cost.
    
    
    This procurement is subject to the Nunavut Land Claim Agreement.
    
    
    This Public Works and Government Services Canada office provides

    You are hereby notified that the government intends to negotiate
    with one firm only as identified above. Should you have any
    questions concerning this requirement, contact the contracting
    officer identified above.
    
    An Advance Contract Award Notice (ACAN) allows departments and
    agencies to post a notice, for no less than fifteen (15)
    calendar days, indicating to the supplier community that it
    intends to award a good, service or construction contract to a
    pre-identified contractor. If no other supplier submits, on or
    before the closing date, a Statement of Capabilities that meets
    the requirements set out in the ACAN, the contracting authority
    may then proceed with the award.  However, should a Statement of
    Capabilities be found to meet the requirements set out in the
    ACAN, then the contracting authority will proceed to a full
    tendering process.
    
    Suppliers who consider themselves fully qualified and available
    to provide the services/goods described herein, may submit a
    statement of capabilities in writing to the contact person
    identified in this Notice on or before the closing date of this
    Notice. The statement of capabilities must clearly demonstrate
    how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the
    closing date of the ACAN must appear on the outside of the
    envelope in block letters or, in the case of a facsimile
    transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any
    procurement.
    
    Documents may be submitted in either official language of Canada.
