Veterans Affairs Canada typically hires 48 Canadian students per year to work as interpretive guides at the Canadian National Vimy and the Beaumont-Hamel Newfoundland Memorials in France. Sixteen guides work one of three (3) four month sessions throughout the calendar year. As it is extremely difficult to find housing for such a short period of time, since 2002 Veterans Affairs has secured two rental properties through lease agreements managed by the Commonwealth War Graves Commission. While students pay a monthly rent for the accommodation provided, Veterans Affairs Canada has subsidized the housing to ensure it remains affordable for the student guides. As both regular charges (i.e. water, electricity, gas, telephone, etc) and maintenance costs associated with the existing housing have increased significantly over the past few years, Veterans Affairs Canada has sought alternate, year-round, affordable housing. The Contractor is requested to provide the following services: Provision of sixteen (16) fully furnished single rooms. Rooms must include a bed, wardrobe and storage area, desk, ensuite bathroom facilities (shower, sink, toilet), and kitchen facilities (refrigerator, sink, stove, cupboards). As there may be a need for additional rooms in the future, any proposals must ensure the availability of same. The facility must have on site support in case of emergencies as well as on site maintenance. Regular maintenance and any other associated costs (heating, electrical, water, internet access and parking) must be included in the monthly cost of the room. Laundry facilities must also be available. Parking must be available for 3-4 vehicles at all times. Accommodation must be centrally located within the community (within close proximity to grocery stores, banks, and train stations) and be no further than 30 kilometres from both memorial sites. Annual increases in rent must not exceed 10% of total cost. Regular cleaning of communal areas, such as laundry facilities, vestibules, etc. must be ensured and included. An inspection of each room will be carried out upon the student's arrival and prior to his/her departure to ensure that the room is provided in good order and to determine if any damage has occurred during the student's occupation. Accommodation must be provided in a secure, safe environment. Rooms must be equipped with appropriate safety equipment (smoke detectors). Buildings and rooms must have security equipment (adequate lock mechanisms, security doors, adequate lighting, etc.) so that they are not easily accessed by the general public. Public Works and Government Services Canada intends to enter into a contract with: Academie de Lille Centre Régional des Oeuvres Universitaires et Scholaires Antenne (CROUS) d'Arras 10, rue des voituriers 62000 Arrras (France) The reason(s) for single tendering is (are): Government Contract Regulations (GCR) - Section 6 (d) of the GCR is being invoked in this procurement as only one person or firm is capable of performing the contract. VAC has provided certification that the supplier is the only source that can provide the services. The only housing located within 30 kilometers of both Canadian memorials where regular maintenance (both cleaning and repair) is included is the student housing available in Arras through the Centre regional des oeuvres universitaires et scholaires de Lille (CROUS). This Public Works and Government Services Canada office provides procurement services to the public in both official languages. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
