    For the provision of one (1) combined pCO2 / TCO2 ocean acidification analyzer, installation and training on behalf of Fisheries & Oceans Canada located in St. Andrews, NB.  Public Services and Procurement Canada intends to enter into a contract with Dakunalytics, LLC, Albany, OR.  
    
    The mandatory delivery date is March 30, 2018.
    
    The estimated value of the contract is $59,000.00 USD
    
    Mandatory Requirements:
    
    Combined pCO2 / TCO2 ocean acidification analyzer
    
    - combined pCO2 / TCO2 analyzer to detect partial pressures (pCO2) and total concentrations(TCO2) of carbon dioxide within a seawater sample.
    - calculates pH from the carbon dioxide measurements and a salinity-alkalinity relationship to provide highly accurate and reliable pH data from the carbon dioxide measurements and a salinity-alkalinity relationship to provide highly accurate and reliable pH data
    - front-end software provides information on aragonite and calcite concentrations that are forms of calcium carbonate that shellfish (for example) use to build their shells. These compounds (and therefore the organisms) are vulnerable to ocean acidification
    - able to provide us not only with accurate pH data to understand how ocean pH may be changing, but also how it may biologically affect organisms. Traditional pH meters do not provide the level of accuracy that we require for our studies.
    - Continuous real-time monitoring information is published as open data per Government of Canada practices
    
    The reason for single tendering is:   Government Contract Regulations, Section 6 (d) is being invoked in this procurement is the only one person capable of performing the contract.
    
    Justification for pre-identified supplier
    The proposed equipment is a requirement for monitoring pH levels of climate change biological experimentation (ocean acidification) in the St. Andrews Biological Station wet laboratories and from field sampling. This is a necessary equipment addition of the SABS Wet Lab and Science Building facilities built in 2010-2012. Current facilities only allow the manipulation of seawater parameters for biological climate change exposures - in order to assess the validity of those manipulations, we must have equipment that can do the analysis so that we can perform quality control and publish data. This equipment will also continuously monitor incoming seawater, which is data at a resolution that we do not currently have, which will be streamed through data portals in line with DFO’s Open Data Policy.
    
    There is no other piece of equipment that is able to do real-time measurements and calculations of calcium carbonate saturations immediately (aragonite and calcite), which are highly important biological variables to monitor for biological effects of ocean acidification work that we are conducting in our lab. None of the equipment in our facilities is currently able to do this. We need this to be able to monitor both our incoming seawater and our experimental climate change stressor units, and to perform analysis of samples from the field also. No other piece of equipment is able to do both continuous measurement and also measurement of discrete (or non-continuous) samples.
    
    Dakunalytics LLC is the sole vendor of the combined pCO2 / TCO2 analyzer for calculating pH.
    
    Dakunalytics LLC are solely authorized to supply, install and train staff on this system. 
    
    The combined pCO2 / TCO2 ocean acidification analyzer is only made and supplied by Dakunalytics LLC. There is no other supplier or equivalent of this product. This system is able to calculate pH and calcium carbonate variables in real-time in both a continuous and discrete operating mode
    . 
    This requirement is subject to the NAFTA/CFTA.  Limited Tendering Provisions is in accordance with the Trade Agreements, Articles 513 (b) (iii) of CFTA, Articles 1016.2 (b) of NAFTA, and Columbia/Peru Trade Agreements contain similar limited tendering provisions to those in the NAFTA.

    You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified above.
    
    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.  However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
    
    Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any procurement.
    
    Documents may be submitted in either official language of Canada.
