Trade Agreement: NONE Tendering Procedures: If 2+ bids offer Canadian goods/services other bids will not be considered Competitive Procurement Strategy: N/A - P&A/LOI Only Comprehensive Land Claim Agreement: No Nature of Requirements: Career Transition Services 51019-220175/A Purpose Veterans Affairs Canada (VAC) and Public Works and Government Services Canada (PWGSC) are in the process of developing a Request For Proposal (RFP) document for the provision of career transition services. The purpose of this notice is to provide industry with an opportunity to view the draft RFP for the provision of services available to eligible Canadian Armed Forces (CAF) members, Veterans, spouses/common-law partners and survivors. VAC requires the services of a Contractor to assist in the delivery of the Career Transition Services its entirety and provide feedback on the content. Please advise if there are any areas where you believe additional information is required as well as any sections or areas of the Statement of Work (SOW) are unattainable. Please provide your feedback in writing. We also invite the industry to ask questions or request clarifications on the draft RFP. However,note that we may hold the questions and provide the responses with the final version of the RFP. The draft RFP will be posted for 30 days and it is anticipated that the final version of the RFP will be posted in November 2021. This document includes a copy of the draft RFP complete with the Statement of Work, Basis of Payment and Contractor Selection Methodology. Requirement Veterans Affairs Canada (VAC) is mandated to deliver Career Transition Services (CTS) to eligible Canadian Armed Forces (CAF) members, Veterans, spouses/common-law partners and survivors. VAC seeks a contractor to the delivery of this program, thereby assisting/teaching these client groups how to successfully plan, prepare for and obtain suitable civilian employment upon leaving the military. Eligible Veterans and survivors have lifetime access to this benefit. These services must be delivered via the best possible tools and mechanisms to ensure that the needs of the clients are met, regardless of location in Canada, and that services take into consideration varying labour market challenges and regional differences. VAC is also mandated to deliver the Education and Training Benefit (ETB) to eligible Veterans to help them achieve their education and post-military transition goals, including employment, if applicable. Most Veterans who qualify for this benefit are also eligible for CTS. A single Contractor will be selected from amongst the responsive bids received in response to the RFP. The work is to be performed for a total of 5 years with Canada reserving the option to extend the term of the Contract by up to one (1) additional three (3) year options and one (1) additional two (2) year optional periods under the same conditions. Please note that Canada may be obligated by law (e.g., in response to a request under the Access of Information and Privacy Act) to disclose proprietary or commercially-sensitive information concerning a respondent (for more information: http://laws-lois.justice.gc.ca/eng/acts/a-1/). Participation in or providing comments on this draft RFP is encouraged, but is not mandatory. There will be no short-listing of potential suppliers for the purposes of undertaking any future work as a result of this draft RFP. Similarly, participation in this draft RFP is not a condition or prerequisite for the participation in any potential subsequent solicitation. Respondents will not be reimbursed for any cost incurred by participating in this draft RFP. The draft RFP closing date is not the deadline for comments or feedback. Comments and/or feedback will be accepted any time up to the time when/if a follow-on solicitation is published.
