Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Definition of the requirement The Department of Veteran Affairs Canada (VAC) has a requirement to develop a conceptual framework to identify processes, methodologies, activities and links between Veterans Affairs Canada (VAC) area offices, and colleges, cegeps and polytechnics to be used in a pilot project to recruit and place students in WIL opportunities starting with three (3) VAC area offices, laying the foundation for full implementation in VAC area offices across Canada. VAC is faced with difficulties in meeting current and projected staffing requirements within two groups of employees - Veterans Service Agents (VSA) and Case Managers (CM). Based on projection, the number of new hires over the next five years in the VSA classification is projected to be 40 to 45 per year, and the number of new CM is estimated at 45 to 50 per year. VAC wished to identify a provider who can develop a solution with college, cegep and polytechnic institutions to place qualified diploma, post-diploma and degree students in work-integrated leaning (WIL) opportunities for VSA and CM positions. The work will involve the following: all activities related to program development, recruitment, communication strategy and implementation within VAC area offices across Canada. The project will occur over 3.5 years, beginning after contract award and will involve three (3) phases: Phase one will focus on the development of conceptual framework that will identify terms, performance objectives, evaluation framework and communication tools. Phase two will pilot the implementation of WIL program in three (3) VAC area offices once students have been recruited. At the end of phase two, a report will be delivered on WIL program lesson learned and recommendations. Phase three will focus on full implementation of the WIL program in all VAC area offices across Canada along with a wide communication and recruiting strategy for students. Specific project scope activities include: • All activities related to performance objectives, screening, monitoring, communication and identification of programs best positioned to recruit students in colleges, cegeps and polytechnics; • All activities related to training with delivery capacity in English and French as required (to be determined during project planning); • All activities related to recruiting strategy and selection of students, implementation of conceptual framework pilot and lessons learned / recommendations to improve the WIL model. • All activities related to deployment of communication and guideline materials for colleges, cegeps and polytechnics • All activities related to evaluation and reporting. 3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) Any interested supplier must demonstrate by way of a statement of capabilities that it can meet the following requirements: Recognized organization with a national mandate and scope, representing post-secondary institutions across Canada. Extensive knowledge on Canadian postsecondary health and health related programs. Extensive experience leading pan-Canadian projects and programs in partnership with the federal government, e.g. including the design and implementation of work-integrated learning (WIL) projects and placements. Expertise addressing issues related to competency-based training that is responsive to employer and labour market needs. Organization with the capacity to deliver projects in both official languages. 4. Applicability of the trade agreement(s) to the procurement This procurement is subject to the following trade agreement(s): o World Trade Organization - Agreement on Government Procurement (WTO-AGP) o North American Free Trade Agreement (NAFTA) 5. Justification for the Pre-Identified Supplier The Colleges and Institutes Canada is the only national organization representing publicly supported colleges, institutes, cegeps and polytechnics. 6. Government Contracts Regulations Exception(s) The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection subsection 6(d) - "only one person is capable of performing the work. 7. Exclusions and/or Limited Tendering Reasons o World Trade Organization - Agreement on Government Procurement (WTO-AGP) - Article XIII o North American Free Trade Agreement (NAFTA) - Article 1016, section 2 (b) 8. Ownership of Intellectual Property o Ownership of any Foreground Intellectual Property arising out of the proposed contract will vest in the Contractor. 9. Period of the proposed contract or delivery date The proposed contract is for a period from September 9, 2018 to March 8, 2021. 10. Cost estimate of the proposed contract The estimated value of the contract is $ 656,635.00 (GST/HST extra). 11. Suppliers' right to submit a statement of capabilities Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. 13. Closing date for a submission of a statement of capabilities: The closing date and time for accepting statements of capabilities is Tuesday, September 4 2018 at 2:00 pm ADT. 14. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
