If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. Delivery date: The equipment should be delivered on or before June 1st, 2019. The estimated value of the contract is $34,500.00 (GST/HST included). Requirement: The Department of Park Canada has a requirement for the supply of one WISP 3 (or equivalent) as well as HETAP 3 software (or equivalent). This equipment and system will to be used for High Efficiency Trail Assessment Process for all trails inside the PEI National Park. Park Canada has a requirement to display all of the technical information at all trailheads. This would enable people who may have accessibility limitations to decide whether they may be up for the challenge. The information that will be posted at trailheads will be slope, cross slope, distances of each classification of slope, trail width, elevations, etc. The unit proposed to provide all of this information is the WISP 3.0 (or equivalent). This model is a 3 wheeled cart with on board computer, GPS and a digital level. See technical requirements in Annex "A" below. Equipment and training to be delivered to: Parks Canada Agency, 2 Palmers Lane, Charlottetown, PE, Canada, C1A 5V8 The following exception to the Government Contracts Regulations (GCR) is invoked for this procurement under subsection 6. (d) Only one supplier is capable of performing the work. Name and address of the pre-identified supplier: Beneficial Designs, Inc. P.O. Box 69 Minden, Nevada, USA 89423-8628 The suggested supplier is the only supplier that can provide a WISP 3.0 (or equivalent) that can perform the high efficiency trail assessment process. Beneficial Designs, Inc. is the exclusive distributor of the WIPS 3.0 and HETAP 3 Software v3.5. This requirement is subject to the NAFTA/CFTA. Limited Tendering Provisions is in accordance with the Trade Agreements, Articles 513 (b) (iii) of CFTA, Articles 1016.2 (b) of NAFTA, and Columbia/Peru Trade Agreements contain similar limited tendering provisions to those in the NAFTA. You are hereby notified that the government intends to negotiate with one firm only as identified above. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. Wheeled instrumentation sensor package must include the following: 1.1. Weather resistant laptop or tablet computer; touch screen recommended; external battery power supply; 3 USB ports; Compatible with Windows 7/10 operating system 1.2. A calibration routine for calibration of grade and cross slope 1.3. Sensor package to be mounted on heavy duty cart 1.4. Fully digital sensor box technology 1.5. Avionics grade three-axis accelerometer and Z-axis gyroscope in the heading direction 1.6. Measurement range for grad and cross slope to be plus/minus 180 degrees 1.7. Accuracy of slope measurements to be plus/minus 0.12 degrees for grade and cross slope 1.8. Odometer with an accuracy of plus/minus 2 inches 2. Software package must include the following: 2.1. Station data recording 2.1.1. Automated recoding of grade, cross slope, and distance at all stations while allowing manual recording and editing 2.1.2. Automatic GPS position capture at all stations with a 15-ft X Y location and 50 ft. elevation using Garmin GPS 18 2.1.3. Raw data spreadsheet editing of grade, cross slope, tread width, surface information, and GPS Data 2.1.4. Automatic tracking of in- or out-slope trail tread 2.1.5. Previous station data always visible 2.1.6. Automatic image capture of trail at all stations using and auto-focus USB camera 2.1.7. Programmable alarms that provide station feedback on changing grade an cross slope 2.1.8. Automatic carry-over of repeating entries including tread width and surface category and type 2.1.9. Forward and backward recording mode with highlighted background 2.2. Feature data recording 2.2.1. Feature recording of feature type, size, remaining tread width, and actions required 2.2.2. Editing and manual entry of feature information allowed for any distance location 2.2.3. Provide objective recording of surface firmness and stability using a rotational penetrometer 2.2.4. Manual image capture of features 2.3. System Features 2.3.1. Semi-automated file naming to streamline organization of park, trail, and segment data structure 2.3.2. Data center to allow combining, reversing, and splitting of trail segments 2.3.3. Data center to allow creation of reports with sorting of station-specific grade, cross slope, tread width and surface information 2.3.4. Cover sheet for reporting park, trail, and segment information 2.4. Computer hardware and operation system requirements 2.4.1. Windows 7 or 10 compatible 2.4.2. Three USE ports required for sensor box, GPS, and camera 2.4.3. Water-resistant laptop or tablet with 1GHz processor or above 3. Travel: 3.1. All travel to and from PEI National Park as well as lodging, meals, etc. to be included in contract price. 4. Training: 4.1.
