Requirement:

Amendment 001 is raised to: 
1. Amend the solicitation document:

a. Add an exception to Section 6.12 Hazardous Waste;
b. Add to Part 7 of the solicitation document, Section 7.53 Travel and Living Expenses - National Joint Council Travel Directive
c. Amend Annex A;
d. Remove D.3 Environmental Impairment Liability from Annex D Insurance Requirement;
e. Annex J Tables reference the wrong sections of the solicitation. New Annex J issued.

2. Answer Bidders questions; and
3. Publish minutes of the bidder’s conference
4. Extend the closing date of the bidding period to November 21, 2018, 14:00.


The CCGS Caribou Isle Switchboard must be upgraded. The CCG needs new Switchboard. The Contractor must remove the old Switchboard and Install new Switchboard. The Work will take place at Parry Sound, Ontario.

Optional Bidders' Conference:
A bidders' conference will be held at CCG Base of Parry Sound, 28 Waubeek St, Parry Sound, ON P2A 1B9. The conference will take place immediately after the Mandatory Site Visit Described in this document. The scope of the requirement outlined in the bid solicitation will be reviewed during the conference and questions will be answered. It is recommended that bidders who intend to submit a bid attend or send a representative.

Bidders are requested to communicate with the Contracting Authority before the conference to confirm attendance. Bidders should provide, in writing, to the Contracting Authority, the name(s) of the person(s) who will be attending and a list of issues they wish to table no later than October 26th, 2018 16:00 EDT.

Mandatory Site Visit - Vessel:
It is mandatory that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at CCG Base of Parry Sound, 28 Waubeek St, Parry Sound, ON P2A 1B9 on October 30, 2018. The site visit will begin at 9:00 EDT.

Bidders must communicate with the Contracting Authority no later than October 26th, 2018 16:00 EDT to confirm attendance and provide the name(s) of the person(s) who will attend.

Work Period:

Commence: January 7, 2019.
Complete: March 8, 2019.

Additional Instructions to Work Period:
From refit start date to the end of the work period, when the vessel will be unmanned during that period, it will be considered to be out of commission and it will be in the care and custody of the CCG and under its control.

Sourcing Strategy:
The sourcing strategy related to this procurement will be limited to suppliers in Eastern Canada Region, in accordance with the Shipbuilding, Refit, Repair and Modernization Policy, and is subject to the Canadian Free Trade Agreement.

This procurement is exempt from NAFTA [see Chapter 10, Annex 1001.2b, paragraph 1 (a)] and from the WTO-AGP (see Annex 4).
