Trade Agreement: NONE Tendering Procedures: Attachment: None Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: Decomissioning of DND Recompression Chamber W8482-134499/A Wilkie, Neil Telephone No. - (819) 956-0704 Fax No. - (819) 956-0897 Purpose The Department of National Defence requires a Contractor to decomission and remove salvageable components, to perserve package and return to Canadian forces Supply System (CFSS) the Canadian Forces School of Survial and Aeromedical Training (CFSSAT) Recompression Chamber and its associated equipment installed in Building 75, CFSSAT, 17 Wing Winnipeg, Manitoba. The Recompression Chamber must be scrapped and returned to CF Supply System because it was not originally manufactured as a Health Canada class III medical device. High Pressure air cylinders must also be scrapped because the air cylinders do not hold ASME certification stamps.The Recompression Chamber water tank must also be scrapped. Background The CFSSAT Recompression chamber is comprised of an eight-man 3629 kg recompression chamber, compressed breathing air/gas, pressurization, chamber exhaust, fire suppression system, compressed air/gas storage units. These systems have dedicated gas distribution systems which come with piping, regulators, hoses, instruments and various valves. Scope of Work The following work shall be undertaken: Chamber Control Systems. Identify all components listed by Life-Cycle Material Manager (LCMM) that are required to be saved for future installation on other Canadian Forces Hyperbaric Chambers and support systems. Provide an electronic copy to identify components by description, part number and installation location. Identify the components by description and part number that will be scraped and provide and electronic copy. All control valves, regulators, gauges, etc, that have been selected for re-use are to be removed and packaged via a vacuum seal system suitable for Oxygen Cleanliness. Items that have been identified to be re-useable by DND will be returned thru CFSS to National Diving Stores warehouses. All components to be packaged in tri-walls with a packing list inside and outside tri-walls. These components will be returned to CFSS for long term storage; Recompression Chamber Hull The contractor shall remove all acrylic viewports and discard. The acrylic viewports are coming up to their 10 year service life; The contractor shall remove viewport gaskets and discard; The contractor shall remove all hull isolation valves and piping from chamber hull and stored as requested; The contractor shall remove and preserve the NATO TUP Flange. The NATO TUP Flange shall be returned to CFSS for long term storage. The contractor shall disable and disconnect all chamber electrical supply back to breaker panel and then tag breakers. This operation shall be completed by a certified electrician. The contractor shall remove the existing control panel components as per Article 1.3.6 and in accordance with Article 2.2.3, Part 7, Section 2, paragraphs 4 and 5; The contractor shall remove and pack all loose components inside chamber, i.e.; bedding, BIBS masks, etc; The contractor shall dog all chamber doors for transport; The contractor shall remove the chamber from Building 75 ; The contractor shall render the chamber hull un-serviceable as a pressure vessel. Visual proof of mutilation must be sent to LCMM. The contractor shall make arrangement to transport the chamber to 17 Wing Winnipeg Base Supply for temporary on site storage in order to be returned to Crown Assets Distribution Centre as scrap metal; High Pressure Air Storage Cylinders The contractor shall, in a controlled manner, drain off all cylinders of compressed air; The contractor shall remove all isolation valves, gauges and supply piping and prep for storage The contractor shall remove all four HP air cylinders and mounting systems from the storage wall; The contractor shall render the four HP air cylinders un-serviceable as pressure vessels. Visual proof of mutilation must be sent to LCMM; The contractor shall make arrangement to transport the HP air cylinders to 17 Wing Winnipeg Base Supply for temporary on site storage for further disposal by CFSS; Oxygen and mixed gas storage room The contractor shall remove all isolation valves, gauges and HP hoses, and prepare for storage The contractor shall remove commercial gas cylinders to supplier if not required for Hypobaric Chamber Operations; The contractor shall remove if not required all cylinders, and control valves mounting brackets Fire Suppression / Compressor Room The contractor shall drain the Fire Suppression System (FSS) volume tank of compressed air and water, remove all control valves, sight glass and regulator. The contractor shall prepare components for storage; The contractor shall pivot a HP Air Compressor in order to remove the FSS volume tank from its current location. The contractor shall re-position the HP Air Compressor upon completion. The contractor shall return the FSS tank to 17 Wing Winnipeg Base Supply in order to be sent for scrap metal. CFSSAT Hyperbaric Room The contractor shall upon completion of the removal of all relevant equipment and components for the Hyperbaric systems, repair and paint the room to its original state. Location of Work The Contractor shall perform the work required on the CFSSAT RCC, 17 Wing Winnipeg, Winnipeg, Manitoba. Utilities The contractor will be allowed to use electrical power and municipal main water from 17 Wing Winnipeg. Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
