Trade Agreement: Agreement on Internal Trade (AIT) Tendering Procedures: All interested suppliers may submit a bid Attachment: None Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: This bid solicitation cancels and supersedes previous bid solicitation number W8482-120220/B dated 25 November 2011 with a closing of March 8, 2012 at 2pm Eastern Standard Time. DOOR, METAL, MARINE STRUCTURAL The Department of National Defence has an urgent requirement for Exterior Frigate Marine Structural Doors for delivery to HMC Dockyard in Halifax, Nova Scotia and CFB Esquimalt in Victoria, British Columbia for operational reasons and to certify the ships before they leave mid-life refits. The following exterior Frigate Doors are required: Nato Stock Numbers: N2040-21-9118777, N2040-21-9118747, N2040-21-9118780, N2040-21-9118743, and N2040-21-9118781 The requirement under Federal Supply Classification 20 for the Department of National Defence is excluded from the North American Free Trade Agreement (NAFTA) as per Annex 1001.1b-1 Goods, Section A - General Provisions, 2nd paragraph and Section B - List of Certain Goods and below the threshold of the World Trade Organization Agreement on Government Procurement (WTO-AGP). The requirement is subject to the Agreement on Internal Trade (AIT), Article 506 - Procedures for Procurement, paragraph 12 B No Substitutes. For RFP W8482-120220/C, The Department of National Defence (DND) and Public Works and Government Services Canada (PWGSC) has determined that there are foreground and background Intellectual Property rights involved with this requirement. In accordance with current laws, rules and regulations concerning Intellectual Property, Canada is not able to produce drawings or technical specifications including but not limited to: Structural Specifications (other than dimensions), Shock & Blast, Noise, Vibration, Human Engineering & Systems Safety, materials used in construction, finishing for the finished product as well as EMI, EMP and EMC requirements. Canada cannot release the extensive testing procedures for the external Frigate doors without compromising some aspects of the intellectual property.
