Trade Agreement: Agreement on Internal Trade (AIT) Tendering Procedures: The bidder must supply Canadian goods and/or services Attachment: None Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: Provision of Technical Investigation and Engineering Support (TIES) Services on the Influence Range MK-III Systems of the Department of National Defence (DND) The Department of National Defence requires the services of a team of personnel consisting of; one (1) Senior Software Specialist, annual level of effort in hours: 1280, one (1) Senior Engineer, annual level of effort in hours: 1280, one (1) Senior Technician, annual level of effort in hours: 1280 National Defence has developed the Canadian Influence Range Mk-III and newer systems. The systems are used to measure underwater noise, magnetic signature, infra red signature and radar cross section signatures that generate information classified up to and including Level II (Secret). This TIES will support the hardware, software and interfaces to the DGPS system as well as all underwater components of the ranges, and their interfaces with shore facilities. The Halifax facilities are as follows: Ferguson Cove is used for Acoustic Rangings and Magnetic Rangings; Bedford is used for Magnetic Rangings; and Osborne Head is used for RCS and IR rangings. The Esquimalt facilities are as follows: Albert Head is used for RCS and IR ranging; CFB Esquimalt Harbour entrance is used for Magnetic Rangings; and Pat Bay is used for Acoustic Rangings. The period of the Contract is from date of contract to one (1) years after date of contract with an option to extend for three (3) additional periods of one (1) year. There is a security requirement associated with this requirement The requirement is subject to the Agreement on Internal Trade (AIT). The requirement is limited to Canadian goods and/or services. Mandatory Technical Criteria Senior Software Specialist M1: Must possess a minimum of sixty (60) months of demonstrated experience providing services in a software field within the last ten (10) years. Senior Engineer (Data acquisition systems and instrumentation hardware design) M2: Engineering Graduate Category Flxible Grid Levels of Expertise - Senior: Minimum 120pts Relevant Education to the Consultant Category University (PhD, Graduate, Undergraduate, degree): 55pts Professional Certification Relevant Professional Certification: 10pts Relevant Experience in Consultant Category >1year and <2years: 12-23months 10pts >2years and <4years: 24-47months 25pts >4years and <6years: 48-71months 35pts >6years and <8years: 72-95months 45pts >8years and <10years: 96-119months 55pts >10years: 120+months 65pts M3 : Must possess a minimum of sixty (60) months of demonstrated experience with Canadian Influence ranges data acquisition system hardware and software within the last 10 years. M4 : Must possess certification from a provincial association of Professional Engineer; Senior Technician (Data acquisition systems and instrumentation) M5 : Must possess a minimum of sixty (60) months of demonstrated experience providing services in a related technical field within the last ten (10) years. Mandatory Team Requirements for TIES on the Influence Range MK-III Systems. At least one of the team members must poses the following Mandatory Team Requirements as stated below. MT1 : At least one (1) candidate must possess a minimum of twenty-four (24) months of demonstrated experience within the last ten (10) years as an influence range data acquisition system developer; MT2: At least one (1) candidate must be familiar with source codes used by Canadian Naval Influence Ranges for conducting degaussing and Acoustic ranging activities; MT3: At least one (1) candidate must possess a demonstrated experience in digital data processing techniques within the last ten (10) years and have familiarity with compilers for the National Instruments Labview environments; MT4: At least one (1) candidate must provide a written description of an example of its hands-on experience involving engineering or scientific applications of at least 3000 lines of original code in at least one of the OS environments; MT5: At least one (1) candidate must possess a minimum of twenty-four (24) months of demonstrated experience within the last ten (10) years of in-service life cycle and equipment support management experience with each of the following: (a) Data Acquisition Hardware, (digital signal processor (DSP), digital audio tape DAT, etc.), (b) Instrumentation, (hydrophones, GPS, accelerometers, data processing equipment DAC, etc.), and (c) Ship Signature Analysis Systems; MT6: At least one (1) candidate must possess demonstrated experience in intranet hardware, TCP/IP and Associated protocol software and hardware and that candidate must also provide a written description of an example of its hands-on experience; MT7: At least one (1) candidate must possess a minimum of thirty-six (36) months of demonstrated experience as administrator and developer of Windows Operating Systems within the last (10) ten years and that candidate must also provide a written description of an example of its hands-on experience; and MT8: At least one (1) candidate must possess practical working knowledge with computer technology hardware including multicore architecture and that candidate must also provide a written description of an example of its hands-on experience.
