Trade Agreement: Agreement on Internal Trade (AIT) Tendering Procedures: Suppliers on permanent list or able to meet qualification requirements Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: TSPS SA - PROVISION OF ENGINEERING SUPPORT SERVICES FOR THE INTEGRATED PLATFORM MANAGEMENT SYSTEM (IPMS) PROJECT TEAM Task Based Professional Services (TSPS) Requirement This requirement is for the Department of National Defence. This requirement is open only to Supply Arrangement Holders under E60ZN-13TSPS/___/ZN who qualified under Tier 1 (= $0-$2M) Stream 5 Technical Engineering and Maintenance Services (TEMS) Stream for 5.3 Engineering Graduate, and 5.4 Professional Engineer (P. Eng) in the Region: National Capital Region (NCR). This is a requirement for the Department of National Defence - Integration Platform Management Systems project team (IPMS) for engineering support services of a contractor team of personnel consisting of: one (1) 5.4 Professional Engineer (P. ENG.) Senior, one (1) 5.4 Professional Engineer (P. ENG.) Intermediate and one (1) 5.3 Engineering Graduate Junior, as defined in Annex "A", Statement of Work. It is intended to award one (1) contract with an initial period of one (1) year, plus two (2) one-year options allowing Canada to extend the term of the contract under the same conditions. The Engineering support will be focused on relating the installation and performance of the new Integration Platform Management Systems (IPMS) with that of the legacy Integrated Machinery Control System (IMCS). IPMS provides control and monitoring of ship's platform systems including; Propulsion, Auxiliaries, Power Generation and Distribution, and Battle Damage Control Systems. The IPMS Project Team requires support in managing the particularization of the IPMS installation per ship, responding to technical information requests from the shipyards, prioritizing observations for rectification and developing test plans for validation. There is a security requirement associated with this requirement. For additional information, consult Part 6 - Security, Financial and Other Requirements, and Part 7 - Resulting Contract Clauses. For more information on personnel and organization security screening or security clauses, bidders should refer to the Canadian Industrial Security Directorate (CISD), Industrial and Security Program of Public Works and Government Services Canada (http://ssi-iss.tpsgc-pwgsc.gc.ca/index-eng.html) website. The requirement is subject to the provisions of the Agreement on Internal Trade (AIT). This procurement is limited to Canadian services. Bidders must provide the required information as detailed in article 3 of Part 2 of the bid solicitation, in order to comply with Treasury Board policies and directives on contracts awarded to former public servants." This procurement is subject to the Controlled Goods Program. The Defence production Act defines Canadian Controlled Goods as certain goods listed in Canada's Export Control List, a regulation made pursuant to the Export and Import Permits Act (EIPA)." The Federal Contractors Program (FCP) for employment equity applies to this procurement. MANDATORY TECHNICAL CRITERIA MT1 The bidder shall comply with the security requirement Common PS SRCL #21 - SECRET at time of bid closing. Certificate number, level and expiration date must be included with the bid. THE BIDDER'S PROPOSED RESOURCE: PROFESSIONAL ENGINEER (P. ENG.) - SENIOR MT2 The bidder's resource shall comply with the security requirement Common PS SRCL #21 - SECRET at time of bid closing. MT3 The bidder's resource shall comply with the Flexible Grid requirement as stated in Table 2 -5.4 Professional Engineer - Senior. MT4 Must have a University undergraduate engineering degree in Mechanical, Aerospace, Electrical or Marine Engineering. MT5 Must have a minimum of thirty-six (36) months of demonstrated experience within the last ten 10 years in Naval machinery and platform control systems in each of the following: MT5(a) assessing the design, technical requirements and plans for the implementation of a Naval Platform Control System; MT5(b) assessing the performance of Naval Platform Control Systems with respect to ship's performance baselines; MT5(c) assessing the trials plans to verify Naval Platform Control Systems performance. MT6 Must have a minimum of twenty-four (24) months of demonstrated experience within the last ten 10 years as a project manager or as a project engineer for the software support of an Integrated Machinery Control System. PROFESSIONAL ENGINEER (P. ENG.) - INTERMEDIATE MT7 The Contractor's resource shall comply with the security requirement Common PS SRCL #21 - SECRET at time of bid closing. MT8 The bidder's resource shall comply with the Flexible Grid requirement as stated in Table 2 - 5.4 Professional Engineer - Intermediate. MT9 Must have a University undergraduate engineering degree in Mechanical, Aerospace, Electrical or Marine Engineering; MT10 Must have a minimum of thirty-six (36) months of demonstrated experience within the last ten 10 years providing hardware and software support to Naval surface vessels. MT11 Must have a minimum of twenty-four (24) months of demonstrated experience within the last 10 years as a project manager or as a project engineer supporting the Engineering Change process. ENGINEERING GRADUATE - JUNIOR MT12 The Contractor's resource shall comply with the security requirement Common PS SRCL #21 - SECRET at time of bid closing. MT13 The bidder's resource shall comply with the Flexible Grid requirement as stated in Table 1 - 5.3 Engineering Graduate - Junior. MT14 Must have a University undergraduate engineering degree in Mechanical, Aerospace, Electrical or Marine Engineering. MT15 Must have a minimum of twelve (12) months of demonstrated experience within the last three (3) years providing support to Naval Marine Systems or Platform Control Systems. MT16 Must have a minimum of six (6) months of demonstrated experience within the last three (3) years working with Microsoft SharePoint; and MT17 Must have a minimum of six (6) months of demonstrated experience within the last three (3) years developing test plans for validation of software updates.
