    Description of the Requirement:
    
    The Department of National Defence has a requirement for  one
    (1) Stream 3: Project Management Services -  3.6 Risk Management
    Specialist Senior; and one (1) Stream 5: Technical Engineering
    and Maintenance Services (TEMS) - 5.4 Professional Engineer (P.
    Eng) Senior.  The following, optional resources, may be required
    one (1) Stream 5: Technical Engineering and Maintenance Services
    (TEMS) - 5.4 Professional Engineer (P. Eng) Senior.  It is
    intended to award up to two (2) contracts with an initial period
    of three (3) years, plus two (2) one-year options.
    
    Stream 5: Technical Engineering and Maintenance Services (TEMS)
    - 5.4 Professional Engineer (P. Eng) functions:  Providing
    senior leadership guidance, advice, systems engineering
    expertise, recommendations and assessments associated with
    Platform Supportability, Combat Systems capabilities, In-Service
    Naval Material Assurance, Risk and Implementation Management
    programs for the HALIFAX Class System Engineering Functions by: 
    Conformance to SOR - Participate and organize SOR reviews and
    identify key changes from Pre to Post MLR capabilities, Class
    Capability - Insertion - Participate in capability assessments
    and plan Engineering Change requirements to address short falls,
    Governance by Conducting engineering assessment and provide
    assistance to the System Engineering Manager, Updating and
    Maintaining a System Engineering Database, Proposing and/or
    analyzing engineering change proposals, estimating costs/risks
    and making recommendations, Preparing interface standards and
    integration plans for the utilization of current and new
    systems/equipment, Providing guidance to Technical and System
    Authorities in the management and impact assessments of
    Engineering Change projects, - Contribute to the development,
    implementation, and maintenance of an EC Management process. 
    The Contractor personnel will also organize SOR reviews and
    identify key changes from Pre to Post MLR capabilities for the
    following systems:
    
    	a.	Combat Systems;
    	b.	Navigation Systems;
    	c.	Communication Systems;
    	d.	Networks;
    	e.	Mechanical Systems;
    	f.	Radars; and
    	g.	Weapon Systems.
    
    Stream 3: Project Management Services - 3.6 Risk Management
    Specialist functions:  Developing, implementing and maintaining
    a supportability Dashboard aligned to the HALIFAX Class Plan,
    Maintaining the existing Risk Management Tool and support risk
    management activities, Maintain current the HALIFAX Class
    In-Service Plan Creating and Maintaining a Performance
    Measurement Framework aligned to the objectives in the HALIFAX
    Class Plan, Providing critical recommendations and assessments
    associated with Platform Supportability, Systems Engineering,
    In-Service Naval Material Assurance, Risk and Implementation
    Management programs, Maintaining an In-Service Risk Database,
    Updating and maintaining the HALIFAX Class Plan, Preparing
    necessary documentation, Facilitating related meetings; and
    Providing critical recommendations and assessments in support of
    the DND and Industry Governance Frameworks.
