Trade Agreement: Agreement on Internal Trade (AIT) Tendering Procedures: Suppliers on permanent list or able to meet qualification requirements Attachment: None Competitive Procurement Strategy: Lowest/Lower Bid Comprehensive Land Claim Agreement: No Nature of Requirements: The Department of National Defence requires the services of one (1) Senior Engineer in support of the Heavy Weight Torpedo Upgrade Project on Victoria Class Submarines. The services required are being solicited under Stream 2 - General Engineering and Related Services of the Technical, Engineering and Maintenance Services Supply Arrangement (TEMS SA). The period of the Contract is from date of contract to five (5) years after date of contract with an option to extend for two (2) additional periods of one (1) year. There is a security requirement associated with this requirement. The requirement is subject to the provisions of the Agreement on Internal Trade (AIT). The requirement is limited to Canadian goods and/or services. This procurement is subject to the Controlled Goods Program. There is a Federal Contractors Program (FCP) for employment equity requirement associated with this procurement. MANDATORY TECHNICAL CRITERIA 1. The Senior Engineer must have a minimum a university undergraduate degree in Engineering from a Canadian Council of Professional Engineers (CCPE) accredited engineering program (Copy of certificate to be provided with the Bidder's proposal); OR Alternatively, should the candidate's degree be from a non-CCPE accredited engineering program, their engineering education credentials must be deemed 'substantially equivalent' by the CCPE via an application to the Engineering International - Education Assessment Program, (EI-EAP) (Copy of official CCPE judgement to be included); OR Finally, as a third alternative, the candidate's engineering education credentials will be considered compliant if the candidate is deemed eligible for registration as a Professional Engineer by a recognized provincial licensing body (proof of which is to be provided with the Bidder's proposal). 2. The Senior Engineer must have a minimum of eight (8) years of experience as an Engineer. 3. The Senior Engineer must have a minimum a university undergraduate degree in Electrical or Computer Engineering from a Canadian Council of Professional Engineers (CCPE) accredited engineering program (Copy of certificate to be provided with the Bidder's proposal). 4. The Senior Engineer must have a minimum of ten (10) years of experience as a Naval Systems Engineer for Command and Control Systems or Situational Awareness Systems. 5. The Senior Engineer must have experience in a minimum of two (2) projects in managing projects for Canadian submarine Fire Control Systems within the last five (5) years. 6. The Senior Engineer must have a minimum of one (1) year of experience working with Canadian submarine Fire Control Systems within the last three (3) years. 7. The Senior Engineer must have experience in a minimum of three (3) engineering change proposals in developing proposals for Canadian submarine Combat System within the last five (5) years. 8. The Senior Engineer must have a minimum of two (2) years of experience in managing Canadian submarine Combat System software development within the last five (5) years. 9. The Senior Engineer must have experience in a minimum of five (5) projects in managing Department of National Defence projects in excess of $5M within the last ten (10) years. 10. The Senior Engineer must have a minimum of two (2) years of experience with training systems associated with Command and Control Systems or Situational Awareness Systems within the last five (5) years. 11. The Senior Engineer must possess a SECRET - LEVEL II security clearance. 12. The Senior Engineer must be a Canadian Citizen. Delivery Date: Above-mentioned The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
