    Procurement Strategy for Aboriginal Business (PSAB). To supply the 2018 models of Yamaha, Mercury, Mercury Mercruiser, Evinrude and Volvo Penta brands of outboard motors, inboard motors and stern drives with their parts and accessories from Aboriginal Businesses to government departments, agencies and Crown corporations for deliveries across Canada, except areas subject to Comprehensive Land Claims Agreements (CLCAs), on an as-and-when requested basis. In addition, standing offers will be issued to Original Equipment Manufacturers which will be for deliveries across Canada, except areas subject to CLCAs. The requirement does not contain servicing, installation, or repair and overhaul. In the event a client requires outboard motors to be delivered in CLCA area, this procurement will be treated as a separate requirement outside the standing offer.
    
    The period of the Standing Offer will be from date of Standing Offer to 31 August 2018.
    
    The Request for Standing Offers (RFSO) is to establish National Master Standing Offers for the requirement detailed in the RFSO, to the Identified Users across Canada, excluding locations within Yukon, Northwest Territories, Nunavut, Quebec, and Labrador that are subject to Comprehensive Land Claims Agreements (CLCAs).  Any requirement for deliveries to locations within CLCAs areas within Yukon, Northwest Territories, Nunavut, Quebec, or Labrador will have to be treated as a separate procurement, outside of the resulting standing offers.
    
    This procurement is set aside under the federal government Procurement Strategy for Aboriginal Business.  For more information on Aboriginal business requirements of the Set-aside Program for Aboriginal Business, refer to Annex 9.4 of the Supply Manual.
    
    This procurement is set aside from the international trade agreements under the provision each has for measures with respect to Aboriginal peoples or for set-asides for small and minority businesses.
    
    Further to Article 800 of the Canadian Free Trade Agreement (CFTA), CFTA does not apply to this procurement.
    
    The evaluation requires the aboriginal business to be listed with PSAB and an authorized dealer of the Original Equipment Manufacturer brand of outboard motors, inboard motors and stern drives and will be selected based on lowest compliant price for each of the categories A, B, C and D. The evaluated price of a category will be the sum of all models 2018 of a brand.
