    Letter of Interest for the Provision of HALIFAX Class Ships
    Diesel Generator Sets and In-Service Support
    
    1.	Purpose 
    1.1	Technical:
    1.1.1	The purpose of this Letter of Interest (LOI) is to
    pre-qualify companies with marine Diesel Generator (DG)
    engineering, manufacturing and maintenance expertise to:
    a.	supply the DG sets in accordance with the Technical Statement
    of Requirements (TSOR) and Statement of Work (SOW) for the
    HALIFAX Class Diesel Generator (DG) Set Replacement; and
    b.	provide ISS in accordance with the SOW for the HALIFAX Class
    Diesel Generator (DG) Set In-Service Support (ISS).
    The TSOR and SOWs mentioned above will be supplied only to
    companies pre-qualified through this LOI process.
    
    1.1.2	Interested companies are invited to submit a proposal to
    be evaluated for the pre-qualification requirements of the
    Statement of Capabilities attached herein.
    
    1.2	Industrial and Regional Benefits (IRBs):
    1.2.1	Canada's Industrial and Regional Benefits (IRB) Policy
    will be a mandatory element of the HALIFAX Class Diesel
    Generator Set Replacement Project, with the bidder committing to
    achieve IRB valued at 100% of the contract value.  The Policy is
    administered by Industry Canada (IC) with assistance from the
    Regional Development Agencies. 
    1.2.2	IRB Direct levels may be applied to the HALIFAX Class
    Diesel Generator Set Replacement Project, which will be subject
    to the Government's new Global Value Chain (GVC) equivalency
    policy http://www.ic.gc.ca/eic/site/042.nsf/eng/00031.html . 
    GVC equivalency will permit bidders to meet the Direct IRB
    requirement through Direct activity within a bidder's global
    portfolio of business activities related to similar Diesel
    Generator Set and/or service arrangements.
    1.2.3	IRB Direct levels will be expressed as a percentage of the
    total contract value and will be based on a combination of the
    responses obtained through this LOI and an independent
    assessment of industry capabilities, both international and
    domestic.

    The Crown retains the right to negotiate with suppliers on any
    procurement.
    
    Documents may be submitted in either official language of Canada.
