Advance Contract Award Notice (ACAN): An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 2. Requirement Definition: The Health Canada microbiology laboratory of the Regulatory Operations and Region Directorate in Longueuil is responsible for microbiological analyzes in order to respond to various program mandates. These analyzes produce a large quantity of bio-waste that needs to be treated (steamed sterilized) in order to make them safe for the sanitary landfill. The microbiology laboratory wants to replace an autoclave installed in 2002. The laboratory wants to increase its decontamination capacity by installing in the same location a new autoclave allowing the treatment of a larger volume of bio-waste in a single load. Constraints: The unit must be able to be transported and installed to a 3rd floor laboratory through: - Elevator: interior dimension 48in L x 10ft deep. The elevator door is 7 feet high. Stairs are not an option due to their layout; - The assembled sterilizer unit must be able to pass through a 38in door width in order to be installed at its designated location. The replacement sterilizer must be able to be installed at the same location as the currently owned unit, using same water and steam entries and same discharge (drain). 3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements): Any interested suppliers must demonstrate by a statement of capabilities that their product meets the following requirements (Mandatory Technical Specifications): ********** The delivered equipment must have the following specifications: 1. The Sterilizer unit must be designed to receive building supplied steam delivered at 50 to 80 psig (3.5 to 5.6 bar) dynamic pressure. 2. The sterilizer unit must have water saving feature: - Mandatory 3 phases vaccum pump, 208V, 3 phases or 600V, 3 phases. Water ejection system (Venturi) not acceptable; - Electronic water saving control; uses a RTD to monitor and control the condensate cooling water of the steam chamber and the outside chamber. 3. The unit must have an adjustable temperature up to 137°C. 4. The unit must have an oval chamber design to improve drainage in facilitating condensation run off. 5. The unit interior chamber must meet at a minimum 26in W x 37.5in H x 54in D. 6. The sterilizer chamber volume must meet a capacity (minimum) of 767 liters. 7. The unit front panel width must not to exceed 44 inch, including the control. 8. The sterilizer unit must be equipped with an Allen-Bradley MicroLogix PLC control and Allen Bradley panel view color touchscreen operator interface. 9. The unit must have at a minimum the following cycle types: PreVacuum, Gravity, liquid, USP660 and waste bag. 10. The unit must be equipped with programmable automatic utilities startup/shutdown. 11. The unit chamber, jacket, door and end-plate must be in 316L stainless steel. 12. The unit must have a single, right hand side manual hinged door for loading. 13. The unit door must be manual opening with single lever for low effort opening. 14. The unit door gasket must be made of one piece extruded elastomer requiring no lubrication. 15. The unit must have anti-seismic reinforcement. 16. The unit must be delivered with loading accessories: loading cart & transfer carriage. 17. The unit must be built and certified with the appropriate standard in particular ASME code, section VIII, division 1 for unfired pressure vessels, UL/EN/CSA 61010-1 and UL/EN/CSA 61010-2 Part 2-040 and CRN for pressure vessel. ********** 4. Applicability of the trade agreement(s) to the procurement: This procurement is subject to the following trade agreements: - Canadian Free Trade Agreement (CFTA) - North American Free Trade Agreement (NAFTA) 5. Set-aside under the Procurement Strategy for Aboriginal Business: N/A 6. Comprehensive Land Claims Agreement(s): N/A 7. Justification for the Pre-Identified Supplier: The supplier must be able to provide an equipment that comply with all the criteria mentioned at point 3 of this notice. To PWGSC’S knowledge, only STERIS Canada Inc. is able to provide this equipment. 8. Government Contracts Regulations Exception(s): The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under: Part 1, Subsection 6.d) - "only one person is capable of performing the contract". 9. Exclusions and/or Limited Tendering Reasons: The following exclusion(s) and/or limited tendering reasons are invoked under the trade agreements specified: - Canadian Free Trade Agreement (CFTA): Article 513. b) - North American Free Trade Agreement (NAFTA): Article 1016 par. 2b) 10. Ownership of Intellectual Property: N/A 11. Period of the proposed contract or delivery date: The good must be delivered as soon as possible. 12. Cost estimate of the proposed contract: The estimated value of the contract, including option(s), is about $85 000.00 (Applicable taxes extra). 13. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
