    This bid solicitation cancels and supersedes previous bid solicitation number 31241-172875/A dated July 25, 2017 and amended on August 30, 2017 with a closing date of September 5, 2017 at 02:00PM and extended to September 15, 2017.  A debriefing or feedback session will be provided upon request to bidders/offerors/suppliers who bid on the previous solicitation.

    The Energy, Mining and Environment sector of the National Research Council Canada (NRCC) in Montreal, Quebec under its Bioenergy Systems for Viable Stationary Applications, integrates bioenergy into Canada's energy supply mix by producing economic biofuels and by adapting conventional industrial power and heating equipment (gas turbines, diesel generators, and boilers) to be biofuel flexible.
    
    One of NRCC’s research parameters aims at exploring lab-scale hydrothermal treatment of various biomass sludge types (e.g.: lignocellulosic biomass in water, algal biomass in water, watery organic municipal solid wastes, organic sludges from various industrials) to be integrated into pre and post processing steps of the Anaerobic Digestion process.
    
    Within this mandate, the NRCC wishes to purchase a lab scale pressure vessel apparatus (batch type reactor), with stirrer and controller (for P, T and rpm), to be used to expose the organic biomass to hydrothermal carbonization and liquefaction conditions. 
    
    Please refer to the Request for Proposals (RFP) for all the details relating to the requirement.  Bids will be assessed in accordance with the entire requirement of the RFP including the technical and financial evaluation criteria.
    
    A bid must comply with the requirements of the bid solicitation and meet all mandatory technical criteria to be declared responsive.  The responsive bid with the lowest evaluated price will be recommended for award.
    
    A bid may be submitted in either official language of Canada.
    
    The Crown retains the right to negotiate with suppliers on any procurement.
    
    Public Services and Procurement Canada (PSPC)provides services in both official languages of Canada.
