Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community t at a department or agency intends to award a contract for goods, ervices or construction to a pre-identified supplier, thereby all wing other suppliers to signal their interest in bidding, by subm tting a statement of capabilities. If no supplier submits a state ent of capabilities that meets the requirements set out in the AC N, on or before the closing date stated in the ACAN, the contract ng officer may then proceed with the award to the pre-identified upplier. 2. Definition of the requirement The Department of National Defence of has a requirement to provid certified structural repair and welding services in accordance w th Transport Canada regulations for the Cessna 305 Bird Dog L-19 nd Schweiser 2-33A glider aircraft of the Regional Cadet Support nit. 3. Criteria for assessment of the Statement of Capabilities (Mini um Essential Requirements) Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements: 1- The supplier must be within a 50 km distance from the address elow because Department of National Defence will transport parts hat are oversized and difficult to handle: Department of National Defence Cadet Air Operations Hangar 3, Chemin de l'Aéroport Saint-Jean-sur-Richelieu, QC J3B 7B5 2- The supplier must be accessible by land and air with a landing strip of at least 2000 feet long. 3- The supplier must be able to provide all the services below: a) Structural repairs of all components of Cessna 305 Bird Dog L- 9 and Schweizer 2-33A glider aircraft operated by DND, including he wings, fuselage, tail unit, flight controls, engine cowl, etc. Certification documents shall be duly completed and certified to ransport Canada standards at the client's request; b)Structural repairs (welding) of steel tubulature, including fus lage, stabilizers, elevators and engine mounts. Certification doc ments shall be duly completed and certified to Transport Canada s andards at the client's request; c)Overhauls, repairs and inspection of fixed- and variable-pitch ropellers. Certification documents shall be duly completed and ce tified to Transport Canada standards at the client's request; d)Non-destructive examination (NDE) using the eddy current method magnetic particle inspection (MPI) and liquid penetrant inspecti n (LPI). Certification documents shall be duly completed and cert fied to Transport Canada standards at the client's request; e)Support for the routine maintenance of Cessna 305 Bird Dog L-19 and Schweizer 2-33A glider aircraft, including 50-hour inspection , 100-hour inspections and various mechanical problems encountere during flight operations. Certification documents shall be duly ompleted and certified to Transport Canada standards at the clien 's request; f)Assistance to DND by designing and manufacturing modifications o the Cessna 305 Bird Dog L-19 and Schweizer 2-33A aircraft in or er to certify them and make minor or major modifications accompan ed by one or more supplemental type certificates (STCs); g)Manufacture of control cables and oil lines in accordance with he aircraft manufacturer's specifications; h) Fuel tank repairs in accordance with the aircraft manufacturer s specifications; i) Provision of electrochemical anodization service for Schweizer 2-33A gliders and Cessna 305 Bird Dog L-19 aircraft; 4. Applicability of the trade agreement(s) to the procurement This procurement is subject to the following trade agreements: Agreement on Internal Trade (AIT) World Trade Organization - Agreement on Government Procurement (W O-AGP) North American Free Trade Agreement (NAFTA) 5. Justification for the Pre-Identified Supplier 1-The supplier must be within a 50 km distance from the address b low because Department of National Defence will transport parts t at are oversized and difficult to handle: Department of National Defence Cadet Air Operations Hangar 3, Chemin de l'Aéroport Saint-Jean-sur-Richelieu, QC J3B 7B5 2-The supplier must be accessible by land and air with a landing trip of at least 2000 feet long. 3-The supplier must be able to provide all the services mentioned in section 3. Government Contracts Regulations Exception(s) The following exception(s) to the Government Contracts Regulation is invoked for this procurement under subsection 6(d) - "only on person is capable of performing the work". 7. Exclusions and/or Limited Tendering Reasons The following exclusion(s) and/or limited tendering reasons are i voked under the section of the trade agreements specified: Agreement on Internal Trade (AIT) - Article 506 par.12b) World Trade Organization - Agreement on Government Procurement (W O-AGP) - Article XV par.1b) North American Free Trade Agreement (NAFTA) - Article 1016 par 2. ) 8. Period of the proposed standing offer The proposed standing offer is for a period of 3 firms years with 2 optional years. 9. If no other supplier submits, on or before the closing date a Statement of Capabilities that meets the requirements set out n the ACAN, the contracting authority may then proceed with the a ard. However, should a Statement of Capabilities be found to mee the requirements set out in the ACAN, then the contracting autho ity will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available t provide the services/goods described herein, may submit a statem nt of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The sta ement of capabilities must clearly demonstrate how the supplier m ets the advertised requirements. The PWGSC file number, the contracting officer's name and the clo ing date of the ACAN must appear on the outside of the envelope i block letters or, in the case of a facsimile transmission, on th covering page. The Crown retains the right to negotiate with suppliers on any pr curement. Documents may be submitted in either official language of Canada.
