    Nature of Requirements: 
    
    1. Advance Contract Award Notice (ACAN) 
    
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 
    
    2. Definition of the requirement 
    
    o The Royal Canadian Mounted Police (RCMP) has a requirement for the provision of online subscription service for at least 25 users to a database of :
    
    Searchable, recent and historical data on real estate transactions, leases and mortgages registered, as well as data concerning companies and shareholders from at least the following public registers:
    • Québec Land Registry (RFQ);
    • Register of Federal Corporations (Industry Canada);
    • Liquor license registry (RACJ);
    • Register of money services businesses (MSBs); and
    • Register of RBQ license holders (RBQ).
    Recent and historical searchable data on real estate transactions involving Quebecers and Quebec homeowners located in the United States.
    
    
    
    
    
    3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) 
    
    o Any interested supplier must demonstrate by way of a statement of capabilities that its product/equipment/system (as appropriate) meets the following requirements: 
    
    GENERAL REQUIREMENTS
    
    The Contractor must provide the following general requirements in the database:
    • The Contractor will provide secure web access to users within 21 calendar days of delivery of the    RCMP's list of subscribers.
    o The searchable, recent and historical data on real estate transactions involving Quebecers  and Quebec homeowners located in the United States, from 2011 to 2016.
    • The website must be provided in both English and French;
    • The Contractor must provide an access control list, upon request, via workstation IP addresses or regular RCMP working hours, which allows the RCMP to ensure that it is used for any purpose. Web application;
    • The Contractor must provide secure access to the web application where RCMP users can access with a username and password;
    • The website must allow the modification of general preferences (eg language, opinion, etc ...);
    • The website must allow the reset of the password (eg by email confirmation and / or individual security question, etc ...);
    • The Contractor must provide technical support during regular business hours, 9:00 am to 5:00 pm Eastern Time, Monday to Friday to address issues related to technical issues and / or technical issues. Technical support must be provided in English and French by telephone and e-mail / e-mail;
    o Maximum 24-hour period for website related questions.
    • Licensee and its users may download, display, view, retrieve, consult, collect, save, print or make backup copies, text, data, search results or other information for use private or research by the licensee and authorized users.

    * All of the data mentioned below is a minimum without limitation, and must include the full history available to the Contractor.
    
    Mandatory Requirements
    
    The Contractor must provide via its website the following recent and historical data from the Québec Land Register:
    
    Transaction data, including mortgages (both conventional and private), sales and leases, must include:
    
    • Act number, transaction number, contract number;
    • The deed, transaction or contract must be available in PDF format;
    • Lot or cadastre number of the property, cadastral division, registry office;
    • Address of the property, civic number, street name, apartment number, city, postal code;
    • Name of stakeholder or company and representative of the company;
    • Address of the stakeholder, shareholders or company, civic number, street name, apartment number, city, province, country, postal code;
    • Type of transaction (eg sale, mortgage, lease ...);
    • Date of the transaction and registration of the deed, date of publication;
    • Price of the transaction / amount;
    • Value / amount of the mortgage;
    • Exemption indicator for payment of the transfer duty (yes, no) (tied selling indicator);
    • Data on leases:
    • Rent;
    • Condition of the lease (if available);
    • Lease term (if available);
    • Data for revenue properties (if available);
    • Gross or net income (if available);
    • Geographical code of the property, geolocation, GPS coordinates, etc .;
    • Code of use of the property;
    • Indicator (agricultural zone, waterfront, new construction);
    • Latitude and longitude;
    • Number of unit or apartment;
    • Number of floors;
    • Date of publication of the act;
    • Origin of the right of ownership;
    • Amount of consideration for the calculation of transfer duties;
    • amount of transfer taxes;
    • Amount of the tax base;
    • Amount of taxes;
    • Tax rebates;
    • Identification of the type of property;
    • Photos;
    • Land and building area or rented space;
    • Renewal option and remarks if available;
    • Current and historical municipal assessment;
    • Registration number and assessment roll number;
    • Year of construction;
    • Building or renovation permit; including permit number, dates, description of work, amount reported, name of applicant, name of owner, name of contractor or representative;
    • Identification of the water's edge or agricultural land;
    • Name of the notary who registered the deed in the RFQ or the representative of the contract.
    
    The Contractor must provide via its website the following recent and historical data relating to real estate transactions involving Quebecers and Quebec homeowners located in the United States:
    
    Transaction data in the United States must include:
    
    • Act number, transaction number, contract number;
    • The deed, transaction or contract must be available in PDF format;
    • Lot or land register number of the property or "Property identification number (PIN)";
    • Address of the property, civic number, street name, apartment number, city, county, state, postal code;
    • Names of stakeholders, shareholders or the company;
    • Address of the stakeholder, shareholder or company, civic number, street name, apartment number, city, province, county, state, country, zip code or zip code;
    • Type of property (eg detached house, detached, townhouse, condominium ...);
    • Date of the transaction and date the registration of the act or publication;
    • Price of the transaction / amount;
    • Number of floors;
    • Number of dwellings;
    • The field's surface;
    • Building area;
    • Interior distribution;
    • Value of the various municipal (historical) assessment roles;
    • Identification of the type of transaction.
    
    The Contractor must provide via its Web site the following recent and historical data from the Industry Canada (IC) registry;
    
    Industry Canada data must include:
    
    • Active company (calculated field);
    • Company Name;
    • Company number;
    • Status (Registered, canceled, ...);
    • Update date of the status;
    • Registration Date. Legal form;
    • Legal form;
    • Date of constitution;
    • Constitutive system;
    • Current system;
    • date of cessation;
    • Date of last update of the information;
    • Date of the last annual update;
    • The company is bankrupt;
    • Other information about the company;
    • Name of the alias;
    • Start date of use;
    • End of use date;
    • Statute;
    • Administrator's name;
    • Function of the director (shareholder, chairman, treasurer, ...);
    • Industry Code;
    • Description;
    • Accuracy;
    • Address of the location;
    • Function of the location (home, correspondence, ...).
    
    The Contractor must provide via its website the following recent and historical data from the Liquor License Registry (RACJ);
    
    The RACJ data must include:
    
    • RACJ number identifying the location;
    • Address;
    • City;
    • Postal code;
    • Name of the responsible;
    • Name of the company owning the license;
    • License number;
    • Class;
    • Detail;
    • Authorization (video lottery, alcohol, ...);
    • Maximum number of people allowed.
    
    The Contractor must provide via its Web site the following recent and historical data from the Money Services Businesses (MSB) registry;
    
    ESM data must include:
    
    • Name of the company that owns the license;
    • Address of the company that owns the license;
    • License number;
    • The company is authorized to operate an ATM;
    • The company is authorized to transfer money;
    • The company is authorized to carry out foreign exchange transactions;
    • The company is authorized to issue or cash travelers checks;
    • The company is allowed to cash checks;
    • Location function (branch, ATM, proxy);
    • Name of the location;
    • Address of the location;
    • Other information about the location (eg atm number).
    
    The Contractor must provide via its Web site the following recent and historical data from the RBQ License Register (RBQ);
    
    RBQ data must include:
    
    • Number of the license issued by the RBQ;
    • Date of issue;
    • Cardholder name;
    • address of the holder;
    • Code identifying the category;
    • Description of the category;
    • Name of the respondent of the license;
    • Qualification description code (Administration, Security Management, ...);
    • Unique identifier of the respondent;
    • Owner's alias
    
    RESEARCH PARAMETERS
    
    * The set of search parameters mentioned below are a minimum, without limitation.
    
     The Contractor must make available via its website the data set out in section 3.1 above, with the following search parameters. The web site must allow a single-parameter search or a combination of the following parameters:
    
    • Search by type of properties;
    • Search by transaction type;
    • Search by act number, transaction number, contract number;
    • Search by property address, lot number, street name, city, registration division, region, postal   code;
    • Search by stakeholders, and / or the company;
    • Search for transactions involving non-residents in Quebec and Canada, by date range and by region;
    • Search by address, lot number, street name, city, province, county, state, country, and stakeholder postal code, and / or company;
    • Search by type of stakeholder or (ex: buyer, seller, lender, borrower, lessor, tenant ...);
    • Search by date range;
    • Search by distance of the subject property;
    • Quick search for comparables against a subject property, by date and distance interval;
    • Search by price interval;
    • Search by region, city, street, postal code;
    • Search by County Regional Municipality (RCM);
    • Search by Bureau of the publicity of the rights;
    • Search by sale / resale, fast or in a date range;
    • Search by sales with dependencies, by date range, region, etc .;
    • Search by multiple sales, date range, region, etc .;
    • Search by non-residents, by date range, region, etc .;
    • Purchase search by companies of residential properties, condo, land, by date range;
    • Search by seller or buyer who has made more than a certain number of transactions, by date range, region, etc.
    
    The data listed in section 3.2 above, should be searchable with the following search parameters:
    
    • Search properties by name; and
    • Search for properties by address.
    
    The data listed in sections 3.3, 3.4, 3.5 and 3.6 above shall be searchable with the following search parameters:
    
    • Search by name;
    • Search by address;

    REPORTING REQUIREMENTS
    
     The reports to be provided by the contractor
    
    The Contractor must provide the following reports to the Project Authority:
    
    • A monthly research report per user must be provided to the Project Authority. The report must include:
    o Type of searches performed by the user;
    o Name of the user;
    o Dates at which research was conducted;
    o Inactivity time (3 months or 6 months); and
    • The Contractor must provide "ad hoc" reports to the Project Authority when required.

    The supplier must be able to provide a service that meets all the criteria mentioned in item # 3 of this notice. Knowledge of PWGSC, only the supplier JLR Inc. is able to provide this service.

    The following exception to the Government Contracts Regulations is invoked for this procurement under subsection  6(d) - "only one person is capable of performing the work".

    The proposed contract is for a period of 2 years, from April 1st, 2018  to March 31, 2020 with an option to extend the contract period of three one-year periods.

    The estimated value of the contract, including options, is $250,000.00 (GST/HST extra).

    You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the contracting officer identified above.
    
    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award.  However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.
    
    Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
    
    The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.
    
    The Crown retains the right to negotiate with suppliers on any procurement.
