If no other supplier submits, during this posting period, a Statement of Capabilities that meets the requirements set out in the ACAN, then the competitive requirements of the government's contracting policy have been met. Following notification to suppliers not successful in demonstrating that their Statement of Capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the electronic bidding authorities. If other potential suppliers submit Statements of Capabilities during the posting period which meet the requirements set out in the ACAN, (i.e. considered valid) then the contracting authority must proceed to a full tendering process (electronic or traditional). The objectives of posting an ACAN are to: a) enhance transparency in government procurement; b) support the Government's objective of enhanced competition; c) provide potential suppliers the opportunity to submit a statement of capabilities to a proposed directed procurement if they believe they have the capability and capacity to provide the good, service or construction requirement; and, d) meet the government's and suppliers need for an efficient and cost-effective government procurement system. Annex A - Requirement 1. DESCRIPTION OF NEEDS 1.1 ACCOMMODATION Provide the lodging, food and storage services and the facilities required for the conduct of weekend sailing courses for a maximum of 700 cadets per year from the Eastern Region Sea Cadets. For the first year, weekends when the services are required, from May 25th to June 17th and from September 9th to September 30th 2012, are listed in the table. A storage service is required until May 2013. Although the dates and the number of participants for the following years (2013-2014 and 2014-2015) are estimated to be similar for 2012, however they will be confirmed on December 1st of each following year. The number of cadets would be between 50 and 120 for each weekend. The hosting site must permit the separation of male and female cadets in distinct dormitories, from 7:30 on Friday evenings until 6:00 p.m. on Sunday nights. The hosting site must have the ability to receive up to 30 additional guests in the event it becomes necessary. Additional bookings will be done at the same time as the reservations and confirmations of the number of participants. More specific information are in the document below. 1.2 STORAGE a) Provide space of 20 pi x 20 pi x 8 pi high to store one (1) containing petroleum products and an enclosed trailer parking provided by the Department, from May 25th to June 22, 2012 and September 1 to October 8, 2012. In addition, a storage space is necessary for the water sports equipment such as (masts, sails, life jackets, paddles, etc..) In the closed area of the building of water activities for the period of May 25th to June 22nd 2012 and September 1st to October 8th, 2012. b) The camp will also provide storage space needed for a television and VCR provided by the Department, in the office cafeteria, as well as storage space needed for 16 sailboats, rowboats or 3 with zodiac 4-stroke gasoline engine (provided that these two motor boats will be used on the lake), four whaling rowing and sailing, for the period from May 25th to June 22, 2012 and September 1 to October 8, 2012. c) The camp will provide an outdoor storage space for equipment mentioned above, from June 23 to September 1, 2012 and October 9, 2012 to May 25, 2013 at a location of the site agreed to by both parties. d) Provide two docks complete with cleat for the periods from May 14 to June 22, 2012 and September 1 to October 8, 2012 for the mooring of four boats. Camp will provide a room (cafeteria) to be used as meeting room or classroom each weekend of activities and access to a telephone for the military director of the sailing center. 1.3 FOOD SERVICE Provide food service for students at the following times and the menu shown in Appendix'' B'' a) Breakfast: 7:00 to 8:00; b) Dinner: 12:00 to 1:00 p.m.; c) Dinner: 5:00 p.m. to 6:00 p.m.; and d) enhancing supplements: 8:15 p.m. The composition of meals will comply with the plan menus below, choose the guests in advance, on a form of menu choices produced by Camp, a menu from the menus for the next day. 2. REQUIREMENTS The total number of participants, including senior manager may not exceed 700 entries for the eight (8) weekends of activities planned to "Appendix B" below. A telephone confirmation of the number of expected participants, will be made available no later than Tuesday noon before each planned activity. Although these reservations will be made four days prior the activity, the number of participants may vary, however, for reasons of refusal last minute, some trainees to participate in weekend activities;Consequently, the Department agrees to pay the meals only for the number of confirmed participants, upon confirmation by telephone the preceeding Tuesday up 90% subject to the number of participants is less than 90% of the number of bookings made on Tuesday before the exercise. '" Example: When the call is made on Tuesday for 100 participants, if there are only 85 participants, the Department will pay for 90 people that is to say 90%.. 3. OTHER MANDATORY CRITERIA 3.1 Must have a body of water at least 1 km in length. 3.2 Must have a safe body of water (limited pleasure boat traffic). 3.3 Must have a body of water where use of gasoline-powered motorboats is allowed. 3.4 Must have access to a slipway that can support boats weighing at least 2,000 lbs. 3.5 Must have enough docks to accommodate at least 6 motorboats. 3.6 Must have a body of water at least 2 meters deep. 3.7 Must have a body of water where the wind is steady (for sailing). 3.8 Must be able to lodge at least 90 people less than 1 km from the body of water. 3.9 Must have access to a cafeteria that can feed at least 90 people less than 1 km from the body of water. 3.10 Must have access to a hospital less than 30 minutes away from the body of water. 3.11 Must be located within a 50 km radius of the J0K 1S0 postal code because majority of sea cadets are situated around that region. APPLICABLE TRADE AGREEMENTS This purchase is not subject to the following agreements: - Internal Trade Agreement (ITA) The tender is eligible for a restricted tender, under paragraph 502.1B) "Art. C" of the Agreement on Internal Trade. - North American Trade Agreement (NAFTA) The reasons for the use of limited tendering in trade agreements consistent with the NAFTA Annex 1001.1b-2 (G categories of services excluded) PERIOD OF THE PROPOSED STANDING OFFER This contract is required for a period of three (3) years or the years 2012 to 2013, from 2013 to 2014 and from 2014 to 2015. For this year, the contract will begin May 14, 2012 and ends May 13, 2013. ESTIMATED COST OF THE RESULTING CONTRACT The estimated cost of any resulting contract will vary from $100,000.00 to $150,000.00 PROPOSED CONTRACTOR Camp Mariste 8082, chemin du Lac Morgan Rawdon, Quebec J0K1S0 Canada PROCEDURE FOR RESPONSE TO NOTICE OF AWARD OF CONTRACT "Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements." CLOSING DATE OF THE THE NOTICE OF AWARD OF CONTRACT May 14th, 2012. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
